CEL:LFN Government policy requirements

The Scottish Executive set its primary landscape policy aim for the Trunk Road network in CEL:LFN as being 'to improve the quality and efficiency of road landscape design and management through the application of natural characteristics.' As a means to achieving this policy aim, a procedure is set out with three central themes for consideration throughout the design process:

  • use natural characteristics
  • explore alternatives
  • use resources wisely

These three themes are then considered at each of the five stages of the design process:

  • understand context and set objectives
  • prepare conceptual solutions
  • specify detail
  • monitor implementation
  • manage developing landscape

The wise use of native trees and shrubs is a key element of the first of these central themes; use natural characteristics. Semi-natural plant communities attract semi-natural communities of animals, fungi and other forms of life. Together, these natural processes gather their own momentum, illustrating the principles of a truly sustainable way of life.
