Appendix D Opportunity and Deterrence Estimation Methodology
Deterrence
Assumptions used in estimating generalised travel times.
Car available
1. Road distances were estimated in km.
2. 80kph speeds were assumed for major roads and 60kph form minor roads and within built up areas.
3. Fuel costs were averaged at pence per km
4. Fuel cost were converted to time using an average value of time of 7.63 pence per minute.
Non-Car Available
1. Bus and rail in vehicle travel times were extracted from timetables. Interchange times were taken as 1.5 times the actual wait.
2. The number of times that it was feasible to make the journey described by public transport each day was calculated from the timetables. Service frequency and wait times were represented in minutes as 120/daily service frequency.
3. Local bus fares used were the actual fares in East Ayrshire and West Aberdeenshire and were estimated as 170/exp(1/distance in km) pence elsewhere. For longer distance trips fares were approximated to actual rail fares were taken from

- Banks and Building Societies - The number of branches up to a maximum of five representing the availability of choice.
- Chemists - Presence or absence of a facility

- Post Offices - Presence or absence of a facility
