PURPOSE OF THIS PAPER
This paper sets out the Executive's proposals for implementation of the EC Water Framework Directive (WFD) in Scotland. More particularly, it sets our policy intention in relation to the provisions in the Directive that require transposition into Scots law.
We announced on 8 February 2000 that the WFD will be transposed into Scots Law by the Water Environment Act. At that stage we published a leaflet setting out some of the issues surrounding the Directive as it affects Scotland. We have taken into account the views expressed since then and indeed those expressed before the Directive was finalised, and are now seeking further views on our more detailed proposals for the implementation of the Directive in Scotland. We will take account of these views as we work towards producing the legislation. We hope to introduce the Water Environment Bill to the Scottish Parliament in 2002.
Views on our proposals should reach us at the address by 28 September 2001. Earlier responses would be very welcome.
