Social Inclusion Research Bulletin No. 2

This bulletin reports on a range of social inclusion research projects commissioned by the Scottish Executive. It provides an update on those projects detailed in the first edition of the bulletin, published in March this year, as well as information on recent and forthcoming publications and new research likely to be commissioned over the coming months.

Tackling poverty and social exclusion remains a top priority of the Scottish Executive, and a comprehensive and co-ordinated programme of action covering areas such as education, childcare, housing, health and crime has been implemented to achieve these aims. More detailed exploration of particular aspects of the social inclusion agenda by Social Inclusion Action Teams over recent months should serve to further increase our understanding of social exclusion as well as develop new ideas for tackling it.

A key strand of the Government's approach to social inclusion is the empowerment and regeneration of communities. Research commissioned by the Social Inclusion and Area Regeneration Divisions has a strong community focus, with projects aimed at identifying best practice, establishing baseline information and developing monitoring and evaluation guidance within Working for Communities pathfinders and Social Inclusion Partnerships. In addition, preparatory work is underway on the production of guidance on the use and effectiveness of new approaches to testing community opinion. This work will inform the activities of policy clients in relation to developing sustainable communities and will feed into a package of work devised to support the Listening to Communities initiative. This evolving focus on communities is also evident within other research programmes, with examples of research into community capacity building and the role of community development agents and community mediation also detailed in this bulletin.

This bulletin provides details of a range of projects focusing on groups at particular risk of exclusion such as children, young people, older people, women, unemployed, homeless, ethnic minorities, drug users, people with a mental illness and people with a physical or learning disability. The forthcoming report on Experiences of Social Exclusion explores the processes of exclusion and inclusion as they are experienced by individuals, and looks at ways in which services and policies can promote inclusion. The study reveals the wide variety and multiplicity of barriers that impede the full participation of individuals in society and provides detailed insights into the nature and causes of exclusion. The research has demonstrated the need for the further exploration of the processes and dynamics of exclusion particularly at the household level and over time.

The Scottish Household Survey

The Scottish Household Survey is an important new survey of the people of Scotland, designed to provide accurate, up-to-date information about the characteristics, attitudes and behaviour of Scottish households and individuals. The survey commenced in February 1999 and over the four years for which the survey is initially being funded, some 62,000 interviews will be carried out with households across the whole of Scotland.

The survey covers a range of issues but focuses, in particular, on the areas of transport, local government and social inclusion issues such as housing, health and personal finances. The range of topic coverage will allow an exploration of the relationship between different sets of variables, and this information will support cross-departmental and inter-departmental policies such as those on social inclusion.

The first quarterly bulletin (available on the SHS website at www.scotland.gov.uk/shs) provides an overview of the wide range of information available from the survey, and the second bulletin will focus on the characteristics of households in different social circumstances, covering aspects which are key to social exclusion. Below are just a few examples of research findings related to social inclusion available from the survey so far:

  • 62% of households have access to at least one motor vehicle, but this is strongly related to income - only 33% of households in the lowest income group have access to a vehicle, compared with 94% of those in the highest income group
  • 12% of householders do not have access to a bank or building society account and nearly half of all householders have no savings or investments.
  • Only 61% of single parent households have access to a bank or building society account and just 15% have savings. 62% of single parent households worry about money 'all the time' or 'quite often' compared with 27% of all households
  • 20% of adults regularly give up time to help as a volunteer or organiser for a charity, club or organisation.
  • 30% of Scottish households contain at least one person with a limiting long-standing illness, health problem or disability, and 13% have a household member in need of regular help or care.
