24 Reducing the gap in unemployment rates between the worst areas and the average rate for Scotland

It is proposed in this milestone to monitor the gap between the overall unemployment rate in Scotland and:

a) the average unemployment rate across the area-based Social Inclusion Partnership (SIP) areas

b) the average unemployment rate across a more widely defined group of deprived areas, including excluded and isolated rural communities.

In developing such measures the Scottish Executive will confer with local authority and other experts in deciding on the most appropriate methodology to use.

25 Reducing the incidence of drugs misuse in general and of injections and sharing of needles in particular

The Scottish Drugs Misuse Database covers the reported drug misuse among those attending NHS drug services or hospital inpatients for new attendances. Information on the usage and sharing of needles is available.

The following indicators make up this milestone:

  • New individual patients/clients per financial year
  • Use of Needles - Percentage injecting in previous month
  • Sharing of needles - Percentage sharing in previous month

Baseline Data

In 1997/98, there were 8,573 new individual patients/clients attending NHS drug services or hospital inpatients for drug misuse. Of these 38% reported injecting in the previous month and 28% reported sharing needles in the previous month.

26 Reducing crime rates in disadvantaged areas

In the first instance data will be drawn from information provided by area-based Social Inclusion Partnerships as part of their annual monitoring and appraisal arrangements, which will also require them to set targets for their local area.

Data for each year will be provided by June the following year. The figures will show the percentage movement in total numbers of recorded crimes against people, crimes against property, and crime relating to drugs since the previous year.

These data will be aggregated to provide details of the percentage movement in such crime in all SIP areas across Scotland, which can be compared with movements in recorded crime across Scotland as a whole.

In the longer term the possibility of deriving information on the extent of crime in a wider range of deprived areas will be explored.

27 Increasing the quality and variety of homes in our most disadvantaged communities

This milestone will be monitored as follows:

a) A range of indicators drawn from the domains below, for Scotland as a whole and for area types within Scotland, including rural areas, will be provided. These will be taken from the Scottish Household Survey and other Scottish Executive and local authority sources.

  • The type of homes - high-rise homes, tenements or other flats, terraced homes, semi-detached homes, and detached homes.
  • The size of homes - estimates of the percentage of homes having each of the following number of bedrooms: 1, 2, 3, 4, 5+.
  • The tenure of homes - estimates of the percentage of local authority homes, Housing Association or other RSL homes, Scottish Homes properties, privately rented homes, and owner occupied homes.
  • Total numbers of housing units demolished, improved, modernised, converted, taken out of housing use, and newly built
  • Void rates in social housing - total numbers of unutilised social housing stock as a percentage of total stock and total numbers of unutilised social housing stock as a percentage of the management stock.

b) Similar data will be obtained for areas included within the boundaries of area-based Social Inclusion Partnerships. Data will be drawn from information provided by Social Inclusion Partnerships as part of their annual monitoring and appraisal arrangements. Under these arrangements, each Social Inclusion Partnership will be working towards targets relevant to the core indicators that they are measuring.

Baseline Data

Baseline information (for 1999 where possible) for these indicators will be provided by Social Inclusion Partnerships by the end of June 2000. It is planned to assemble Scotland and area type data to the same timescale.

28 Increasing the number of people across all communities taking part in voluntary activities

This milestone will be monitored as follows:

a) For Scotland as a whole, and for various "area types" within Scotland, including rural areas, information from the Scottish Household Survey will be used to measure the extent of involvement in volunteering activities.

b) For the area-based SIPs: Estimates of participation in voluntary activities will be drawn from data provided by area-based Social Inclusion Partnerships as part of their annual monitoring and appraisal work. Data will be provided by Social Inclusion Partnerships at their baseline stage and then again in 2002/03.

Data will be collected for the following measures:

  • The percentage of adults attending social and leisure events and facilities in the local community;
  • The percentage of adults acting as volunteers or organisers in the above events and facilities;
  • The percentage of households with one or more member regularly attending community or representative groups.

Baseline Data

Early results (1999) from the Scottish Household Survey indicated that 20% of adults say they regularly give up time to help as a volunteer or organiser for a charity, club or organisation. Baseline data for 1999 will be provided by area-based Social Inclusion Partnerships by June 2000.

29 Accelerating the number of households in disadvantaged areas with access to the Internet

This milestone will be monitored as follows:

a) Figures on household access to the Internet, for Scotland as a whole and for various area types (including rural areas) within Scotland, will be drawn from the Scottish Household Survey.

b) Estimates will be drawn from data provided by area-based Social Inclusion Partnerships as part of their annual monitoring and appraisal arrangements, which also require them to set targets for their local area. Data will be provided for the baseline stage of the Social Inclusion Partnership and again for the year 2002/03.

The data will state the percentage of households with access to the Internet at home, and the percentage of households where at least one member has access to the Internet elsewhere. These figures can be aggregated to provide details of the percentage of households in disadvantaged areas across Scotland with access to the Internet at home and elsewhere.

Baseline Data

Early results (1999) from the Scottish Household Survey indicated that across Scotland as a whole 12% of households currently have domestic access to the Internet. Baseline data will be provided by area-based Social Inclusion Partnerships by June 2000.
