Planning appeals

Lindsey Nicoll has been appointed as Scotland's Chief Reporter and Director for Planning and Environmental Appeals.
Lindsey Nicoll is a Solicitor with over 20 years experience in Government. She joined the then Solicitor's Office of the Scottish Office in 1986 and transferred to Treasury Solicitor's Department in 1991. Between 2004 and 2008 she was Head of the Litigation Division in the Office of the Solicitor to the Scottish Executive. Ms Nicoll is currently on assignment as Secretary to the Civil Courts Review under the chairmanship of the Lord Justice Clerk Lord Gill.
Cabinet Secretary for Finance and Sustainable Growth John Swinney said:
"Lindsay will bring a wealth of experience and skills to her new role at a time of change within planning.
"The Directorate for Planning and Environmental Appeals (DPEA) has a crucial role to play to ensure planning is an aid, not a barrier, to increasing sustainable economic growth.
"The DPEA is already working to speed up the appeals process to deliver greater certainty of decision making, which complements the wide-ranging package of improvements to the planning system we have put in place."
Miss Nicoll succeeds Jim McCulloch who retired in February 2009.
