Scottish Local Authorities Remuneration Committee

Finance Secretary John Swinney today announced the re-appointment of the convener and all six members to the Scottish Local Authorities Remuneration Committee.
Mr Swinney said:
"The Committee's work over the past four years to introduce a new remuneration system for councillors has been broadly welcomed by local authorities and I am pleased to re-appoint the convener and all members for a further term. Their term of office varies from two to five years, which will ensure continuity in the short term and provide successive planning. I have already set out the terms for the Committee's annual review of councillors salaries, allowances and expenses and will be considering what further work the Committee needs to address next year."
The convener is:
Ian Livingstone CBE - former chair of Lanarkshire Health Board and Lanarkshire Development Agency. He has held and continues to hold a number of chairmanship and directorship appointments (none of which are public appointments) which require skills in leadership, stewardship of public funds, corporate governance and partnership working.
This re-appointment will be for five years and will run from February 14, 2009 to February 13, 2014.
This post is part-time and attracts a remuneration of £200 per meeting for a time commitment of around one day per month.
The six members are:
Marlene Anderson, Member of the Scottish Agricultural Wages Board and Forth Valley Health Board and Chair of the Falkirk Community Health Partnership. She is a Fellow of the Chartered Institute of Personnel and Development and held senior personnel management posts in Central Regional and Stirling Councils from 1987-2004 giving her an in-depth knowledge of local government personnel matters. Marlene Anderson is an Independent Member of the Scottish Agricultural Wages Board for which she receives a daily fee of 157.63 pounds and Chair of the Falkirk Community Health Partnership for which she is paid 19,310 pounds per annum.
This re-appointment will be for three years and will run from February 14, 2009 to February 13, 2012.
Dan Brown, former senior officer at COSLA. An experienced director of organisational development in the public sector, originally with a background as a statistician and educationalist, he is a strategic manager who has been at the forefront of delivering key changes in the working practices and pay and conditions of service of employees in the local government sector. Dan Brown has no other public appointments.
This re-appointment will be for two years and will run from February 14, 2009 to April 30, 2011.
Kate Dunlop, former Director of Long Term Savings for Abbey National plc, was also a non-executive director of HM Revenue and Customs and the Registers of Scotland. An independent director with in depth knowledge of management in insurance, retail banking, government and the charitable sector. She is a skilled adviser with a track record of success in strategic planning, implementation and the management of change in complex and highly regulated environments. Kate Dunlop also serves on the Board of the Mental Health Tribunal for which she receives a daily fee of 300 pounds and is a Member of the Employment Tribunal for which she receives a fee of £85.50 for up to three hours and £171for three hours and over.
This re-appointment will be for two years and will run from February 14, 2009 to April 30, 2011.
Declan Hall, Lecturer in Local Government and Politics at Institute of Local Government, the University of Birmingham, a member of the Independent Remuneration Panel for Wales and expert advisor to the Independent Remuneration Panel for the National Assembly of Wales. Dr Hall also has close involvement with councillor remuneration schemes in England, Wales and Northern Ireland. His academic specialism is in local politics, members' remuneration, support and roles. Declan Hall is a member of the Independent Remuneration Panel for Wales for which he receives a daily fee of £195.
This re-appointment will be for three years and will run from February 14, 2009 to February 13, 2012.
Mark Irvine, Independent Consultant and former chief negotiator and Head of Local Government in Scotland at Unison who brings a wealth of change management and negotiating experience. As a lay member of the Scottish Solicitors Discipline Tribunal he currently receives a daily fee of 201 pounds.
This re-appointment will be for four years and will run from February 14, 2009 to February 13, 2013.
Jack Wilson, former local authority Deputy Treasurer and Director of Finance and Deputy Chief Executive at Borders Health Board brings a strong financial background. Jack Wilson has no other public appointments.

All members' posts are part-time and attract a remuneration of £160 per meeting for a time commitment of around one day per month.
The Scottish Local Authorities Remuneration Committee has been established under the provisions of the Local Governance (Scotland) Act 2004. The Committee's remit is to prepare and submit to the Scottish Ministers advice in relation to the payment by local authorities of remuneration (including pensions) and allowances to and reimbursement of expenses incurred by members of local authorities based on criteria set by Ministers.
These Ministerial public reappointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
Neither the convener nor any of the members have declared any political activity in the last five years.
