Highlands and Islands Airports Ltd

Stewart Stevenson, Minister for Transport, Infrastructure and Climate Change today announced the appointment of Mr Grenville S Johnston as interim Chair of Highlands & Islands Airports Ltd (HIAL) and the re-appointment of two of the company's Board members, Mrs Linn (Linda) Phipps and Dr Charles A (Alistair) Goodlad.

Mr Stevenson said: "Mr Johnston's long association with and knowledge of HIAL and the aviation sector provides a strong platform on which the company can build following the recent departure of David Sutherland. I am very grateful to Mr Johnston for his willingness to step into this important role.

"I would also like to thank Mrs Phipps and Dr Goodlad for the constructive and substantial contribution they have made to the work of HIAL over the last three years as members of the Board."

The interim Chair appointment is for eight months, commencing on February 1, 2009 and ending on September 30, 2009 pending the outcome of a full appointment process for the post of Chair. The post is part-time and attracts remuneration, commensurate with a time commitment of six days per month, of £21,451 per annum.

The Non-Executive Director re-appointments will be for three years and will run from March 1, 2009 to February 29, 2012. Mrs Phipps and Dr Goodlad were first appointed from March 1, 2006. The posts are part-time and attract a remuneration of £8,848 (this includes a role in relation to the HIAL Pension Fund) and £7,135 respectively for a time commitment of two days per month.

The appointment of an interim Chair has been necessary because of the intimation by the current Chair, David Sutherland, of a wish to stand down from January 31, 2009 due to time commitments associated with his business interests.

A full public appointment round under the terms of the Code of the Office of the Commissioner for Public Appointments in Scotland will be conducted to identify a permanent successor to Mr Sutherland.

Mr Johnston is a former HIAL Board Member with seven years experience. He lives in Elgin and is a Chartered Accountant. He was formerly senior partner/consultant with Johnston Carmichael, Chartered Accountants based in Elgin and formerly President of the Institute of Chartered Accountants of Scotland in 2000/01. He is Chairman of Caledonian Maritime Assets Ltd and Cairngorm Mountain ltd. As Chair of Caledonian Maritime Assets Ltd, he receives a remuneration of £15,961 for a time commitment of four days per month. He is Lord-Lieutenant of Moray.

Mrs Phipps lives in both West Yorkshire and Lewis and is active in Gaelic culture. She is a management consultant and was previously Chair of a large NHS Primary Care Trust. She is now a Non-Executive Director in an NHS Mental Health Trust. She has extensive experience in both executive and non-executive capacities in local government and public transport, including the rail industry.

Dr Goodlad is a resident of Shetland and has been involved in a number of local private businesses. He has been very active in local government, transport and economic development circles within the Highlands and Islands, including the Shetland Islands Council, the Shetland Islands Amenity Trust, the Shetland Development Trust and Lerwick Port Authority.

Neither Mrs Phipps nor Dr Goodlad holds any other Ministerial public appointments.

HIAL is a company wholly owned by the Scottish Ministers and is sponsored by the Scottish Government Transport Directorate. The company's purpose is to maintain the safe operation of its airports, and to support economic and social development in the Highlands and Islands. HIAL currently operates 10 airports in the Highlands and Islands of Scotland, located at Barra, Benbecula, Campbeltown, Islay, Inverness, Kirkwall, Stornoway, Sumburgh Tiree and Wick and Dundee Airport in the Central Belt. Total passenger numbers in 2007/08 were 1,334,662, ranging from 8,023 at Tiree to 703,371 at Inverness.

The Ministerial public re-appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity within the last five years (if there is any to be declared) to be made public. Neither Mr Johnston, Mrs Phipps nor Dr Goodlad has any political affiliation.
