Action on forced marriages

Tackling forced marriage in Scotland is the focus of a new consultation published by the Scottish Government today.

Forced Marriage: A Civil Remedy?, explores whether the introduction of civil legislation will add to the protection already available to those forced into marriage in Scotland.

It will also ask how best those affected by the issue can access the support they need and how communities can work together to prevent this from happening.

In addition to the consultation the Scottish Government is also contributing over 5,000 pounds towards an anonymous freephone survey which has been set up to determine the extent of forced marriage across Scotland.

During a debate on the issue at parliament today, Communities and Sport Minister, Stewart Maxwell, said:

"Forced marriage is an abhorrent practice which has no place in Scotland.

"The type of Scotland I want to live in is one that is civilised, fair and inclusive and provides equal opportunity and choice for all its people.

"We have to take action on forced marriage. Change attitudes, increase understanding and awareness and provide the support and protection needed by some of the most vulnerable people in our society.

"We need to hear the voices of those affected and those who understand the issues involved.

"I would encourage as many people as possible to respond to this consultation and let us know what should be done to tackle this issue."

Key issues for discussion in the consultation include:

  • Whether current legislative protection in Scotland is sufficient, and
  • What non-legislative support needs to be put in place

This consultation is on forced marriage, not arranged marriage. Arranged marriage is a legitimate practice in a variety of communities. Forced marriage is about people being forced to marry against their will, by coercion or threat and often through fear or manipulation.
