Cabinet Secretary for Health and Wellbeing Nicola Sturgeon today announced three new non-executive member appointments to Western Isles NHS Board.
Mr Malcolm Smith was Director of Social Work with Comhairle nan Eilean Siar for 12 years until his retirement in 2008. He studied for his first degree and social work qualification at Glasgow University and holds a post-graduate degree in business administration from Strathclyde University. Mr Smith was involved in the establishment of Crossroads Care in Lewis in 1986 and now chairs the local Crossroads management committee. He does not hold any other ministerial appointments.
Dr Lorna Eller is a public sector accountant and accounting academic. She is Treasurer of the Bernera Community Association and part of the management committee of the LHYCA Scaladale Centre having been involved with youth clubs in the Western Isles since 1978. She is also currently working part-time for the General Register Office for Scotland as Census District Manager for the Census Rehearsal that takes place in Lewis and Harris in March 2009. Her previous experience includes local government and health accounting and teaching with the Open University and Massey and Victoria Universities in New Zealand. Her Ph.D., awarded in 2003, is in Economics and Applied Social Science through the Open University. She does not hold any other ministerial appointments.
Mr Neil Campbell is a business consultant and partner in Blue Reef Cottages based in Scarista, Isle of Harris. He is currently Chair of Harris Development Ltd, South Harris Community Council and the Outer Hebrides Tourist Industry Association. He does not hold any other ministerial appointments.
These appointments will be for a period of four years from December 1, 2008 to November 30, 2012.
These posts are part-time with a time commitment of 8 hours per week for which the annual remuneration is £7,104.
Western Isles NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Western Isles.
These Ministerial appointments were made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, Mr Smith has canvassed on behalf of the Labour Party and Dr Eller has held office as Secretary for Loch Roag Branch of Na H-Eileanan An Iar Constituency Labour Party. Mr Campbell has not been involved in any political activity.
