Risk Management Authority

Justice Secretary Kenny MacAskill today announced the appointment of three new members to the Risk Management Authority (RMA).
The new members are:
Prof. Hazel Kemshall - A former probation officer, Professor Kemshall has a longstanding interest in risk assessment, management and public protection. She is currently Professor of Community and Criminal Justice at De Montfort University, Leicester. She has extensively researched risk practice, including evaluations of MAPPA, risk assessment tools and supervision of high risk offenders. She is the lead author of the 'Assessing and Managing Risk' cd-rom for the RMA. Professor Kemshall is also a member of the West Midlands Probation Area Board at a remuneration of £15 per hour.
James H Green - Jim Green is an Assistant Chief Constable with Strathclyde Police who has responsibility for Support Services, Emergency Planning, Events Planning, Road Policing and Force Communications. He has represented Scottish interests at various international gatherings and lectured extensively on emergency planning related topics at local and national levels. He was appointed the Force emergency planning officer which involved high level activity in counter terrorism and consequence management planning. Jim Green holds no other Ministerial appointments.
Dr Anne MacDonald - Dr Anne Macdonald has worked in the NHS in Scotland for more than 30 years. She has training in psychoanalytical psychotherapy, forensic psychiatry and management, and an active interest in human resource risk management. She works as a consultant forensic psychiatrist at the Rowanbank Clinic in Glasgow. Dr MacDonald holds no other Ministerial appointments.
These appointments run from December 1, 2008 and end on November 30, 2013.
The posts are part-time and attract a fee of £5,658 per annum for a time commitment of two-three days per month.
The RMA, which was established by the Criminal Justice (Scotland) Act 2003, is an Executive Non-Departmental Public Body with a defined remit and set of roles relating to the risk assessment and management of serious violent and sexual offenders whose liberty presents a risk to the public.
These Ministerial public appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years the appointed new members have not been involved in any political activity.
