Risk Management Authority

The Cabinet Secretary for Justice today announced the reappointment of three members to the Risk Management Authority.
Jim McManus is Professor of Criminal Justice at Glasgow Caledonian University, former Chair of the Parole Board and the first Prisons Complaints Commissioner. He regularly works for the Council of Europe Committee for the Prevention of Torture, a body set up to ensure member states comply with the ECHR in their detention facilities. He is also currently chairing a committee reviewing the Mental Health Act in Scotland. Jim McManus holds no other Ministerial appointments. This appointment runs from 1 September 2008 and ends on 31 August 2013.
Morag Slesser is a consultant forensic clinical psychologist and is currently Head of Psychology at the State Hospital Carstairs. She has previously worked for NHS forth valley and for the SPS. She is a former member of the Parole Board for Scotland and the Community Justice Accreditation Panel. Morag Slesser holds no other Ministerial appointments. This appointment runs from 1 September 2008 and ends on 31 December 2008.
Caroline Logan is a Consultant Specialist Clinical Psychologist in Risk Assessment and Management in Mersey Care NHS Trust and an Honorary Research Fellow at the University of Liverpool. She is also President of the International Association of Forensic Mental Health Services and a member of the International Expert Advisory Group of the DSPD Programme. Dr Logan is a chartered clinical and a chartered forensic psychologist and she has a D.Phil in experimental psychology. Caroline Logan holds no other Ministerial appointments. This appointment runs from 1 September 2008 and ends on 30 November 2008.
The posts are part-time and attract a fee of £5,658 per annum for a time commitment of 2-3 days per month.
The RMA, which was established by the Criminal Justice (Scotland) Act 2003, is an Executive Non-Departmental Public Body with a defined remit and set of roles relating to the risk assessment and management of serious violent and sexual offenders whose liberty presents a risk to the public.
These Ministerial public appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years the reappointed members have not been involved in any political activity.
