Risk Management Authority

The Cabinet Secretary for Justice today announced the appointment of a new Convener to the Risk Management Authority (RMA). Peter Johnston will succeed Robert Winter as the RMA's Convener.

Following a career in law as a practitioner and thereafter in the Procurator Fiscal Service and crown Office, Peter Johnston was appointed Chief Executive of The Institute of Chartered Accountants (1989) and then as Chief Executive of the International Federation of Accountants, based in New York (1999).

He now works as an adviser to the Federation and other professional bodies in the development of professional institutions in the developing world and countries with economies in transition. Mr Johnston holds no other ministerial appointments.

The appointment will run from July 1, 2008 and end on June 30, 2012.

The post is part-time and attracts a fee of £8,144 per annum for a time commitment of 2-3 days per month.

The RMA, which was established by the Criminal Justice (Scotland) Act 2003, is an Executive Non-Departmental Public Body with a defined remit and set of roles relating to the risk assessment and management of serious violent and sexual offenders whose liberty presents a risk to the public.

This Ministerial public appointment was made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years Peter Johnston has not been involved in any political activity.
