Cabinet Secretary for Health and Wellbeing Nicola Sturgeon today announced the re- appointment of Professor Jim McGoldrick as Chair of Fife NHS Board and Mr Garry Coutts as Chair of Highland NHS Board.
Ms Sturgeon said
"I am very pleased to announce these re-appointments. Both Chairs are extremely committed to public service and have demonstrated a clear understanding of the issues faced within their Board area. Their wealth of management and Boardroom experience, along with their strong leadership, strategic planning and analytical skills, will be extremely valuable to their Boards. I look forward to continuing to work together with them in the vital task of improving the health of the people of Scotland."
FIFE NHS BOARD
Professor Jim McGoldrick has been Chair of Fife NHS Board since 2004 and is a Member of the Board of NHS National Services Scotland for which he receives annual remuneration of £7,748. He previously served as a Member of the Scottish Higher Education Funding Council from July 2001 until its merger with the Further Education Funding Council in October 2005. He is a Chartered Companion of the Chartered Institute of Personnel and Development and served as Vice President (Training and Development) from 1996 to 1998.
He also works as a leadership and management consultant in health and higher education and is a Key Associate of the Leadership Foundation for Higher Education.
He was Vice Principal of the University of Abertay and formerly Professor of Human Resource Management at Nottingham Business School.
This re-appointment will be for a period of four years from May 1, 2008 to April 30, 2012.
This post is part-time with a time commitment of 3 days per week for which the annual remuneration is £28,548.
Fife NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Fife region.
HIGHLAND NHS BOARD
Mr Garry Coutts was appointed as Chair of NHS Highland in April 2004. He was previously a non-executive on the Board for 2 years having been nominated by Highland Council where he was an independent Councillor for 7 years and chaired their Housing and Social Work Committee. He also chairs the Forensic Way Forward Group which performance manages patient flow from the State Hospital to more appropriate settings and sits on the Delivering for Mental Health Implementation Board. In September 2007, Mr Coutts was appointed as Convenor of the Scottish Social Services Commission which has responsibility for registering the Social Care workforce, for which he receives annual remunueration of £23,415.
Before he and his family moved to Highland in 1996 he had been a Councillor on Edinburgh District Council and worked in the voluntary sector.
Garry runs a small media and communication training company working for clients in the public, private and voluntary sectors.
This appointment will be for a period of four years from April 1, 2008 to March 31, 2012.

These Ministerial re-appointments were made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.
All re-appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, Mr Coutts has served as an Independent Councillor. Professor McGoldrick has not been involved in any political activity within the last five years.
