Appointments to committee

Cabinet Secretary for Health and Wellbeing, Nicola Sturgeon, today announced the appointment of six new non-executive members to the Scottish Advisory Committee on Distinction Awards.
The new members are:
Lay Member:
Mrs Sandra Douglas: Mrs Douglas is now retired, having recently returned to Scotland after serving for 20 years in the National Probation Service in England as a Risk Manager. She was also chair of the Multi Agency Public Protection Panels during her time in England. Mrs Douglas also hold a BA (Hons) degree in Applied Social Sciences and Afro-Asian studies. She does not hold any other Ministerial appointments.
NHS Board Member:
Dr Charles Winstanley: Dr Winstanley is currently Chair of NHS Lothian, a member of the Asylum and Immigration Tribunal, and a member of the National Consumer Council for Postal Services. A former management consultant, past appointments have included those of Chair of the GMC Fitness to Practice Panel, Chair of Norfolk Probation Board, and
Non-executive Director of the Norfolk & Norwich University Hospital Trust. Dr Winstanley receives £38,532 per annum for an average of three days per week as Chair of NHS Lothian, £242 per day as a member of the Asylum and Immigration Tribunal and £22,000 per annum for his member position with the National Consumer Council for Postal Services.
Royal Colleges Members:
Prof. Hilary Capell: Professor Capell is currently a consultant rheumatologist at the Glasgow Royal Infirmary, where she is chair of the Rheumatology Planning Group and also chaired the Glasgow Royal Infirmary Discretionary Points Committee for three years. Prof. Capell is a council member of the Royal Colleges in Glasgow and has worked with other specialities, including orthopaedics and respiratory conditions. She is also an honorary professor at Glasgow University. Prof. Capell holds no other Ministerial appointments.
Dr Ken Paterson: Dr Paterson became an A award holder in 2005. He has been a consultant physician with interest in diabetes mellitus at Glasgow Royal Infirmary since 1986. He became Chair of the New Drugs Committee of the Scottish Medicines Consortium (SMC) in 2004 and assumed the Chair of SMC in 2008. He has been Clinical Director of Medicine for North-East Glasgow (Glasgow Royal Infirmary and Stobhill Hospital) since 2006. Dr Paterson holds no other Ministerial appointments.
Hospital Medical Services Members:
Mr. Robert Jeffrey: Mr Jeffrey is a Consultant Cardiothoracic Surgeon at Aberdeen Royal Infirmary and was appointed there in 1989. He chairs several important committees related to cardiothoracic surgical practice and chairs the intercollegiate examination board in cardiothoracic surgery. He is a member of the Coronary Heart Disease advisory committee - intervention sub group. Mr Jeffrey does not hold any other Ministerial appointments.
Prof. James McDonald: Professor McDonald is a Consultant in the NHS and an Honorary Chair at Glasgow University. He is also the Immediate Past Dean of the Royal College of Surgeons of Edinburgh. He holds an Honorary Chair at Peking Medical University in Beijing and has close links with China. In addition he has four visiting Professorships and has lectured, examined and published widely throughout the world. At present he is Editor of Orthodontic Update, Associate Editor of The Surgeon, and referees for five peer review journals. He remains committed to promoting postgraduate education in orthodontics. Professor McDonald does not hold any other Ministerial appointments.
These appointments all take effect from April 24, 2008. Hilary Capell and Robert Jeffrey's appointments run for a period of two years, until February 28, 2010. Sandra Douglas, James McDonald, Ken Paterson and Charles Winstanley's appointments shall run for a period of three years, until February 28, 2011.
These posts are part-time with a time commitment of approximately
30 days per year. These posts are not remunerated, except for travel and subsistence costs and any dependent carer expenses incurred whilst undertaking Board duties.
The Scottish Advisory Committee on Distinction Awards (SACDA) acts on behalf of Scottish Ministers in deciding which nominated medical and dental consultants in NHS Scotland should receive Distinction Awards for outstanding professional work, operating through Regional Awards Meetings to identify shortlists of candidates for SACDA to consider and make decisions upon.
This Ministerial public appointment was made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years, none of the above appointees have taken part in any political activity.
