Appointments to Board

The First Minister, Alex Salmond and the Minister for Enterprise, Energy and Tourism, Jim Mather today announced the appointment and extension of appointment of a Chair and six Members to the Scottish Industrial Development Advisory Board (SIDAB).
The new appointments are:
Dr Robert Crawford (Chair) is currently Executive Director at Glasgow Caledonian University responsible for business development, marketing and communications for the Caledonian Business School. Prior to that he was Chief Executive of the Mersey Partnership and a Strategy Director with the John Wood Group. Dr Crawford was formerly Chief Executive of Scottish Enterprise and Director of Locate in Scotland. Prior to joining Scottish Enterprise, he was Partner in charge of foreign investment at Ernst & Young and senior specialist at the World Bank in its Private Sector Development Department.
Mr Bryan Buchan is Director of Scottish Operations for Bausch and Lomb. He is a Member of Scottish Engineering's Executive Committee.
Mr Jackson Cullinane is currently Deputy Regional Secretary of the T&G Scotland section of the Trade Union UNITE. He is a member of the STUC General Council and the STUC's Economic and Employment Committee.
Mr Iain Macdonald is currently Chairman of Yakara plc, a Non-Executive Director of the NVM Private Equity investment fund "Northern AIM VCT plc" and a Member of the Board and Audit Committee of Sykes Enterprises in the USA. He has served on the boards of several companies and assisted in the development of a series of business ventures, mainly in the high-tech sector. He was formerly on the Board of the Manchester Business School, where he is a Visiting Fellow. He is a Fellow of the Institute of Directors.
Dr Brendan McGuckin is Director of Commercialisation and Knowledge Transfer at Napier University where he is responsible for University-business engagement especially stimulating innovation via access to university tacit knowledge, intellectual property and facilities. Formerly with NASA's Jet Propulsion Laboratory, he has had leading roles in laser and electro-optic sectors. He is a Member of the Scottish Government's SMART Scotland Advisory Panel.
Mr Owen Quinn is Managing Director of Blairs Ltd. He serves on the Board of Scottish Enterprise Renfrewshire and is also a Member of the Renfrewshire Chamber of Commerce. Between 2001 and 2006, he worked with a group of industrialists and academics to develop the Centre for Engineering Education and Development (CeeD).
The extension of appointment is:
Mrs Lynne Cadenhead is currently Chief Executive Officer of 1745 Trading Company Ltd. She was previously CEO of Amoebics Ltd, and previously Chair of Touch EMAS and Connect Scotland Ltd, a Director of Far Blue Scotland Ltd, Fund Manager of the Scottish Technology Fund and a Marketing Director with the Scottish Biomedical Foundation.
The appointments will be for three years. Dr Crawford's appointment will run from February 1, 2008 to January 31, 2011. The five member appointments will run from January 1, 2008 to December 31, 2010. The extension of appointment will be for one year. Mrs Cadenhead's appointment will run from January 1, 2008 to December 31, 2008.
The posts are part-time and the appointees receive no remuneration for a time commitment of 1.5 days a month (Chair) and one day per month (Members). None of the appointees holds any other Ministerial Appointment.
The Scottish Industrial Development Advisory Board (SIDAB) advises Scottish Ministers on the exercise of their devolved powers under Section 7 of the Industrial Development Act 1982, specifically in relation to the Regional Selective Assistance scheme. In practice, SIDAB provides advice to officials on larger RSA cases, where grants of over £250,000 are under consideration.
SIDAB comprises 12 Members including a Chair and, in accordance with statutory requirements, represents a cross section of experience at senior level in industry, commerce, finance and workers' representatives.
This Ministerial public appointment was made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Of the appointees, only Dr Crawford and Mr Cullinane have been involved in political activity in the last five years. Dr Crawford has declared speaking and canvassing on behalf of the Scottish National Party. He is also a Prospective Parliamentary Candidate for North Ayrshire. Mr Cullinane has declared speaking and canvassing on behalf of the Scottish Labour Party. He is a member of the Scottish Labour Party Executive Committee.
