ICL Public Inquiry

Lord Gill today announced that a preliminary hearing for the ICL Public Inquiry is to be held in Glasgow later this month.
The hearing will take place at 1.30pm on February 25, 2008 at the High Court in Glasgow.
The purpose of the hearing is to set out the Chairman's provisional agenda for the inquiry; to discuss arrangements for hearing evidence and other aspects of the conduct of the inquiry; and to set a provisional timetable.

Lord Gill, the Lord Justice Clerk for Scotland, was formally appointed by Ministers on January 21, 2008 to chair the public inquiry.
The inquiry has been established as a joint public inquiry under the Inquiries Act 2005 and was announced on October 1, 2007 by the Lord Advocate, Elish Angiolini QC and the previous Secretary of State for Work and Pensions, Peter Hain MP.
When the full inquiry commences it will be held in Glasgow and the venue and date will be advised in due course.
The Inquiry Team is currently in the process of being established and their contact details will be made available in due course.
The terms of reference for the inquiry are:
- To inquire into the circumstances leading up to the incident on May 11, 2004 at the premises occupied by the ICL group of companies, Grovepark Mills, Maryhill, Glasgow
- To consider the safety and related issues arising from such an inquiry, including the regulation of the activities at Grovepark Mills
- To make recommendations in the light of the lessons identified from the causation and circumstances leading up to the incident
- To report as soon as practicable
