Risk Management Authority

Justice Secretary Kenny MacAskill today announced the reappointment of the Risk Management Authority's Convener, Robert Winter.

Mr Winter was a professional social worker throughout his career, holding various posts in the Glasgow area since 1954. From 1995 - 1996 he was Director of Social Work for Strathclyde Regional Council. Prior to that he was Depute Director for Community Care (which included criminal justice) from 1987 to 1995. He retired in 1996 and took on a range of appointments including chair of the Scottish Committee of NCH (the children's charity), membership of the General Medical Council, and membership of the Greater Glasgow Primary Care NHS Trust. Mr Winter does not hold any other Ministerial appointments.

The appointment will be for one year and will run from September 1, 2007 to August 31, 2008.

The post is part-time and attracts a remuneration of £8,031 per annum for a time commitment of two-three days per month.

The RMA, which was established by the Criminal Justice (Scotland) Act 2003, is an Executive Non-Departmental Public Body with a defined remit and set of roles relating to the risk assessment and management of serious violent and sexual offenders whose liberty presents a risk to the public. It is intended that the RMA will become the recognised expert authority on risk assessment and risk management.

Ministerial public appointments are made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years Robert Winter has been actively involved with the Labour Party and was recently appointed as the Lord Provost for Glasgow City Council.
