Public Health Minister Shona Robison today announced the appointment of five new non-executive members to the Care Commission.

The new members are:

Mr Ijaz Ashraf is currently Race Equality Officer with West Edinburgh Multicultural Organisation as well as being a Member of the Employment Tribunals and a Presiding Justice of the Peace in the Falkirk. His previous experience includes Former Chair and Director of Central Scotland Racial Equality Council. Mr Ashraf is also a former OCPAS Assessor for public appointments. He is a former member of the General Medical Council; and a current Member of the Fitness to Practise Panel of the Council. He holds no other ministerial appointments.

Mrs Helen Anne Brown is a family carer to her 32 year old daughter who has profound and multiple disabilities. She is a National Member of the Scottish Health Council and a Trustee on the Board of the Scottish Consortium for Learning Disabilities. She has had many years experience and involvement with learning disability groups and partnerships and her experience includes work with NHS Quality Improvement Scotland and the Social Work Inspection Agency. She holds no other ministerial appointments.

Mrs Linda Dunion has worked in the voluntary sector in Scotland since returning from a two year spell in Mozambique in 1983. She has held a range of posts including those of Director of Scottish Education and Action for Development (SEAD) and of the Scottish Down's Syndrome Association, and Assistant Director of Age Concern Scotland. She has just moved on from her post as Campaign Director of the 'see me' campaign to set up her own consultancy. She does not hold any other ministerial appointments.

Mr Ian Gibson is a self employed management consultant, advising small businesses and providing coaching and mentoring to managers in the public and private sectors. He is also a member of NHS Highland Board and Chair of the South East Highland Community Health Partnership. He has worked mainly in health related areas, most recently as Director for Scotland and Northern Ireland of Macmillan Cancer Support. He spent 10 years as a Trustee of a homelessness charity and is currently a Board member of Voluntary Action Badenoch and Strathspey. As a member of NHS Highland, Mr Gibson receives £7,620 p.a.

Mr Douglas Hutchens is a self employed management consultant with DCal Consulting. He is a Board Member of the Scottish Association of Mental Health (SAMH). His previous experience includes Director of Planning for an NHS Board and various management positions within NHS Scotland. He is also appointed by Scottish Ministers as a Children's Panel member (non remunerated).

All appointments take effect from September 1, 2007. Mrs Brown and Mr Gibson's appointment will be for two years until August 31, 2009. Mr Ashraf, Ms Dunion and Mr Hutchens appointment will be for three years until August 31, 2010.

Mrs Brown and Mr Hutchens have been appointed as Carer/Service user representatives and Mr Ashraf, Mrs Dunion and Mr Gibson have been appointed as general members.

These posts are part time and attract a remuneration of £7,804 per annum for a time commitment of a minimum of five days per month.

The Care Commission works closely with service users and providers to maintain and improve the quality of Scotland's Care Services.

These Ministerial public appointments were made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public.

Within the last five years, Mr Ashraf has stood as a candidate as a local councillor on behalf of the Labour Party. Mr Gibson is a member of the Scottish Liberal Democrats and has canvassed for, and spoken on behalf of the party. Mrs Brown, Mrs Dunion and Mr Hutchens have not been involved in any political activity over the past five years.
