Advisory Committee on Distinction Awards

Cabinet Secretary for Health and Wellbeing Nicola Sturgeon today announced a new non-executive member appointment to the Scottish Advisory Committee on Distinction Awards.

Dr Engleman, now retired, was a Senior Lecturer in Health Economics at Edinburgh University and has also worked as an independent health economist. He has extensive experience of NHS Scotland having advised a wide range of Health Boards, Trusts and other NHS bodies.

A former member of the Health Technology Board for Scotland he has also served as a Specialist Advisor to both the House of Commons Health and Scottish Affairs Select Committees. He holds a BS from Cornell University and an MSc and Ph D from the University of California, Berkeley. He does not hold any other ministerial appointments.

Dr Engleman's appointment shall be for a period of three years and four months from July 1, 2007 to October 31, 2010.

This appointment is part time with a time commitment which cumulatively would be equivalent to approximately 30 days each year. The position is not remunerated but members receive travelling and subsistence allowance.

The Scottish Advisory Committee on Distinction Awards advises the Cabinet Secretary for Health and Wellbeing and Scottish Ministers which specialists engaged in the NHS in Scotland should receive awards for professional distinction.

This Ministerial appointment was made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, Dr Engleman has not been involved in any political activity.
