Six current members of the Scottish Enterprise Board have been re-appointed, Enterprise and Lifelong Learning Minister Nicol Stephen confirmed today.

The reappointed members are Pat Denzler, Fred Hallsworth, Douglas Lamb, Donald MacRae, Colin McClatchie and Ray Perman.

The re-appointed members are:

Mrs Pat Denzler. A former restaurateur and hotelier, Mrs Denzler is also a past President of Leith Chamber of Commerce. She is currently an Assistant on the Master's Court of the Merchant Company of Edinburgh, and is a Governor of Erskine Stewart's Melville Schools.

Mr Fred Hallsworth, BAcc, CA was formerly Senior Client Service Partner and Head of Technology, Media and Telecoms for Scotland and Northern Ireland at Deloitte. Fred chairs Scottish Enterprise's Audit Committee. He also Chairs the Kelvin Institute and is a Board member of the Scottish Institute for Enterprise, as well as being a non-executive director on the Boards of a number of Technology companies in Scotland and Cambridge. He has also held many appointments, including Board Member of CBI Scotland and the University of Cambridge Finance Committee. He is co-founder of the Cambridge Network. He is Chairman of the Corporate Companions Scheme for Emmaus Glasgow, a homeless charity associated with Emmaus Worldwide and was Chairman of the 21st Anniversary Appeal Committee for the Prince and Princess of Wales Hospice.

Mr Douglas Lamb is Joint Managing Director of the Boxshop Ltd, a manufacturer of corrugated cardboard boxes and packaging. He founded the company in 1986. He is involved in the Scottish Business in the Community's Partners in Leadership programme, Chairman of Kelvin Business Watch and a member of his local School Board.

Mr Donald MacRae, FRSE, is the Strategy and Finance Director of Lloyds TSB Scotland plc. Donald chairs the Scottish Enterprise Performance Committee. He is a member of the Scottish Executive's Economic Statistics Advisory Group, Economists Advisory Group and the Purchasers Information Advisory Group, as well as being a visiting professor at the University of Abertay Dundee. Donald is a past chairman of the Business Forum Scotland and past board member of Scottish Homes. He is a trustee of the David Hume Institute and a member of the advisory board of Interface.

Mr Colin McClatchie was until recently Managing Director Scotland and Ireland of News International Newspapers. Colin chairs the Scottish Enterprise Nominations and Remuneration Committees. He was previously a Director of Scottish Enterprise Glasgow 2002-2004, a Director of Scottish Networks International 2002-2003, and Chairman of the Scottish Society of Epicureans 2002-2004. He is Vice Chairman of Scottish Opera, having been a Director since 2003.

Mr Ray Perman, is a former journalist, entrepreneur, and Chief Executive of Scottish Financial Enterprise. Ray is Chairman of Scotland Europa and Deputy Chair of Scottish Enterprise's Investments Committee. He is chairman of Social Investment Scotland, which makes loans to the social economy, and is an adviser to the Scottish Executive on Enterprise in Education. He is a member of the court of Heriot-Watt University and a trustee of the Stewart Ivory Foundation, a charity supporting financial education in Scotland. He is also chairman of Good Practice Ltd, the leading provider of HR management toolkits over the Internet.

The posts are part-time and attract remuneration on a pro-rata basis commensurate with responsibility.

Douglas Lamb and Pat Denzler each receive remuneration of £12,581 per annum for a time commitment of 2.5 days per month

Ray Perman, Colin McClatchie and Donald MacRae each receive remuneration of £15,098 per annum for a time commitment of three days per month

Fred Hallsworth receives remuneration of £17,614 per annum for a time commitment of 3.5 days per month.

Ray Perman is also the Chairman of the Small Business Investment Taskforce on behalf of the Department for Trade and Industry, for which he receives an annual remuneration of £4,800 for a time commitment of two days per month. None of the other five re-appointees holds any other Ministerial appointments.

The Scottish Enterprise Board, like any other, benefits from continuity of expertise on the part of its membership. However the opportunity has been taken in making this round of re-appointments, to ensure that there will be scope if desired for new members join the Board in each forthcoming year. Against this background, the reappointments are to be staged as follows:

  • Douglas Lamb and Pat Denzler, nine months to end March 2008.
  • Ray Perman and Colin McClatchie, 30 months to December 2009.
  • Fred Hallsworth and Donald MacRae, 42 months to December 2010.

These Ministerial public appointments were made in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments.

All appointments are made on merit and political activity plays no part in the selection process. However in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. In the last five years, Ray Perman has undertaken activity for a Labour candidate. None of the other appointees declared political activity.

Scottish Enterprise is a non-departmental public body (NDPB) and is the Scottish Executive's main vehicle for economic development in the North East, Central and Lowland Scotland.
