Health Minister Andy Kerr today announced the new appointment of Mrs Mary Wilson as Chair to Borders NHS Board, Dr Charles Winstanley as Chair to Lothian NHS Board, and Mr Allan Watson as Chair to the Board of NHS 24.
BORDERS NHS BOARD
Mrs Mary Wilson
Mr Kerr said:
"I am very pleased to announce this appointment. Mrs Wilson is extremely committed to public service and has demonstrated a clear understanding of the issues being faced within NHS Borders. Her wealth of experience and knowledge will be extremely valuable. I am happy that she shall provide a valuable contribution in the vital task of improving the health of the people of Borders."
Mrs Wilson has served as Vice Chair of NHS Borders and was previously a Trustee with Borders Primary Care NHS Trust. She was previously Director of Interalia and is currently director of AMW Property Management Ltd. She has wide ranging experience of the private & public sectors in relation to IT, eBusiness, Business Development Consultancy, Project Management, Education and Training and Property Management. She is also the Non Executive Director on the Scottish Executive Health Department Management Board (for which she receives expenses). She does not hold any other ministerial appointments.
Her appointment as Chair of Borders NHS Board will be for a period of two years from April 1, 2007 to March 31, 2009.
This post is part time with a time commitment of three days per week for which the annual remuneration is £28,280.
Borders NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the the Borders area.
LOTHIAN NHS BOARD
Dr Charles Winstanley

His wealth of experience and knowledge will be extremely valuable. I am happy that he shall provide a valuable contribution in the vital task of improving the health of the people of Lothian."
Dr Winstanley has worked at senior levels in the NHS, business, the judiciary, and consumer representation. In 2006 he completed 7 years on the board of the Norfolk and Norwich University Hospital Trust, and 5 years as Chair of Norfolk Probation Board. He is a member of the Asylum and Immigration Tribunal for which he receives £242 per day He also chairs GMC fitness to practice panels ,for which he receives £275 per day), and is a member of the National Consumer Council for Postal Services, Postwatch and receives £22,000 p.a. for this position.
A former management consultant, he has masters and doctoral degrees in business administration. Aged 55, he lives near Haddington.
His appointment as Chair of Lothian NHS Board will be for a period of four years from April 20, 2007 to March 31, 2011.
This post is part time with a time commitment of three days per week for which the annual remuneration is £38,075.
Lothian NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the the Lothian area.
NHS 24 BOARD
Mr Allan Watson
Mr Kerr said:
"I am very pleased to announce this appointment. Mr Watson is extremely committed to public service and has demonstrated a clear understanding of the issues being faced by the NHS in Scotland. His wealth of experience and knowledge will be extremely valuable. I am happy that he will contribute in the vital task of improving the health of the people of Scotland."
Mr Watson is Human Resources Director of a printing and computer supply business. Having spent his working life in the printing industry he has held various full time trade union and senior management positions in both the general print and newspaper industry sectors. He is a former Glasgow City Councillor and is currently a non executive Director of NHS 24 and Chair of its Equality and Diversity Sub Committee. He does not hold any other ministerial appointments.
His appointment as Chair of NHS 24 will be for a period of four years from April 1, 2007 to March 31, 2011.
This post is part time with a time commitment of three days per week for which the annual remuneration is £23,930.
NHS 24 works in partnership with local NHS Boards out-of-hours services to provide patients with health advice and help when GP practices are closed.

Ministerial appointments are made in accordance with the Code of Practice issued by the Office of the Commissioner for Public Appointments in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public.
Within the last five years, Mrs Wilson and Dr Winstanely have not been involved in any political activity. Mr Watson is a member of the Labour Party and represented the party on Glasgow City Council until 2003.
