Social Work Inspection Agency report

The first multi-agency inspection looking at the services provided for people with learning disabilities across Ayrshire was published today.

The inspection reviewed services provided by North, South and East Ayrshire Councils, in partnership with NHS Ayrshire & Arran, and found that most areas rated as good or very good.

The inspection team, led by the Social Work Inspection Agency in partnership with NHS Quality Improvement Scotland, The Care Commission, HMIe and other partners, included four people with learning disabilities and two family carers and was carried out between February and June 2006.

The main findings were:

  • the three Partnerships were helping people with learning disabilities to be independent and enjoy a good quality of life
  • NHS services were meeting the health needs of people with learning disabilities, with evidence of responsive dental services, day surgery and health screening
  • encouraging signs of improvement in the management of transition from children's to adult services for young people with learning disabilities
  • good access to education opportunities for people with learning disabilities

The report makes 35 recommendations for areas where improvement is required.

SWIA Chief Inspector Alexis Jay said:

"Today's report gives a very positive account of the services and support being delivered to people with learning disabilities in Ayrshire. The inspection highlighted that good work is being done within the partnerships to increase access to services, improve independence and provide opportunities for lifelong learning.

"There are a number of areas where improvement is required and we will ask each partnership to prepare an action plan in response to this inspection report which will ensure the necessary changes are made.

"This inspection is significant as the first multi-agency inspection of services for people with learning disabilities in Scotland."
