Teachers' deal creates ' industrial stability'

Ministers today welcomed recognition by education inspectors that Scotland's landmark teachers' agreement has resulted in 'a more constructive national educational environment'.

Education Minister Hugh Henry said that Scottish schools are benefiting from a stable and well-rewarded workforce, with Scottish teachers amongst the most well-paid and trained in the EU.

In a report published today on the implementation of A Teaching Profession for the 21st Century inspectors also highlight improvements in teacher recruitment and said that new career structures have given teachers more opportunities to work together and improve the quality of learning.

Mr Henry said:

"The Teachers' Agreement has ushered in an era of unprecedented stability to Scotland's classrooms. Schools no longer deal with the threat of strikes, and our pupils do not suffer the disruptions of previous generations. This is to their great benefit.

"I am pleased to hear that the implementation of the agreement is largely progressing well. We are five years down the road and there is no doubt that teachers are enjoying the benefits of improved pay, training and clearer career paths. Teaching is now seen as a rewarding and worthwhile career for graduates and I'm pleased to see applications for teacher training rise.

"However, there are areas that concern me. I have already announced my intention to review the chartered teacher scheme - to ensure that the right candidates are coming forward and that it is right for our system.

"I intend to review the inspectors' findings views carefully to make sure that the deal delivers all it can, for teachers, for pupils and for the future of Scotland."

Background:

A Teaching Profession for the 21st Century was published in January 2001, following the McCrone report into pay and conditions.

Audit Scotland also published a report on the implementation of the agreement in 2006.
