Summit on Sectarianism

A blueprint to tackle sectarian behaviour in Scottish football was launched today to coincide with a second Summit on Sectarianism.

It has been prepared by the Sectarianism in Football Working Group - involving the Scottish Football Association, the Executive, and sportscotland together with the Association of Chief Police Officers in Scotland, the Scottish Premier League and the Scottish Football League.

The plan recognises that developing mutual respect and understanding are the foundation stones for tackling sectarian bigotry - as well as sanctions to curb unacceptable sectarian behaviour.

The main action points include:

  • establishing a new body - Football for All - to focus efforts across the country to develop and deliver activities to tackle sectarianism associated with Scottish football
  • introducing a new disciplinary offence of unacceptable conduct in football grounds in Scotland which will carry potential sanctions against clubs, officials, players or spectators engaging in sectarian behaviour
  • strengthening the National Club Licensing scheme to require clubs to demonstrate policies and actions being undertaken against sectarianism and other forms of discrimination
  • undertaking a nationwide anti-sectarianism awareness raising campaign

First Minister Jack McConnell said:

"When we gathered for the very first sectarian summit, we sent a clear message that sectarianism in all its forms would be tackled - and rightly sport and football would be an important part of that approach.

"Over the last two years we have made great progress in tackling some of that unacceptable sectarian behaviour. And our leading clubs - notably but not exclusively the Old Firm - have taken unprecedented steps to rid their grounds of bigotry.

"But we must keep up the pressure and build on the good work already done, which is why the plan we are unveiling today is another step forward.

"However, today's strategy is about much more than just stopping sectarian behaviour where it arises. Its also about shaping attitudes, developing a culture in which sectarianism simply has no place.

"Success in curbing sectarianism must be matched with effective ways of growing a healthy, modern Scotland in which tolerance and respect flourish."

David Taylor, SFA Chief Executive, said:

"Sectarian attitudes and behaviour have no place in Scottish football. For too long, we have tolerated forms of behaviour which are unacceptable in modern society. This strategy - led by the Scottish FA - is a significant milestone in bringing such behaviour to an end.

"The strategy presents a coherent and comprehensive programme designed to attack the problem at various levels. It will require the continued co-operation of the football authorities, football clubs and the police. Much has been achieved over the past two years, but more needs to be done.

"Let no-one mistake the determination of Scottish football to rid ourselves of this stain on our game, once and for all."

Julia Bracewell, Chair of sportscotland, said:

"Sportscotland is delighted to be involved in the development of Calling Full Time on Sectarianism.

"We strongly believe that sectarianism has no place in football and should be eradicated. Everyone in Scottish society should be able to participate in and enjoy sport, and not be subjected to discrimination or abuse related to his or her religious beliefs."
