Further and Higher Education Funding Council

Deputy First Minister Nicol Stephen today announced the appointment of two new members to the Scottish Further and Higher Education Funding Council.
The new members are Dr Lindsay Burley and Mr Alexander Watson. The appointments, which are part-time, are for a four year term effective from October 16 and the remuneration is £10,610 per annum.
Welcoming the appointments, Mr Stephen said:
"I am delighted to announce these appointments. The wealth of experience which Lindsay and Sandy have in the health and further education sectors respectively will be invaluable to the Council as it develops its thinking to meet the challenges ahead."
These Ministerial Appointments were made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Both appointees have confirmed that they have no political activity to declare.
Dr Lindsay Burley is Chair of the National Waiting Times Centre Board for Scotland, and is a partner in Eskhill & Co, providing coaching and mediation services. She is also a Non-Executive Director of NHS Education for Scotland and was previously Chief Executive of Borders Health Board and a member of the Scottish Council for Postgraduate Medical and Dental Education. She is currently Lay Governor of the Court of Napier University.
Dr Burley's appointment as Chair of the National Waiting Times Centre Board for Scotland and Non-Executive Director of NHS Education for Scotland were also Ministerial appointments for which she receives remuneration of £23,520 and £7,490 per annum respectively.
Mr Alexander Watson is Chair of the Board of Management of Angus College. He was previously Chief Executive of Angus Council and before that was Director of Education for Tayside Regional Council. He is a member of the board of the Association of Scotland's Colleges and the Court of the University of Abertay Dundee. He is a member of the Board of NHS Tayside and chairs the Staff Governance and Quality and Improvement Committees of NHS Tayside.
Mr Watson's appointment as a member of the Board of NHS Tayside was also a Ministerial appointment for which he receives remuneration of £7,400 per annum.
The Scottish Further and Higher Education Funding Council was established on October 3, 2005 under the provisions of the Further and Higher Education (Scotland) Act 2005. All appointments to the Council are based on this legislation.
The Council is responsible for providing funding for learning and teaching, research and other relevant activities in Scotland's colleges and higher education institutions (HEIs).
