Health Minister Andy Kerr today announced the appointment of Dr Mustafa Kapasi and Mr Barry Williamson as members of Greater Glasgow and Clyde NHS Board.
Dr Mustafa Abdulkarim Kapasi started life in Inverclyde as surgical registrar before he moved into general practice in 1978. Dr Kapasi is a member of the General Practitioners' Committee of the BMA representing the GPs of former Argyll & Clyde, Western Isles, Highlands, Orkney and Shetland.
He has been involved in the production of the NICE Guidelines for Type 1 Diabetes in Children, National Service Framework for Children in England & Wales, The Health for All Children 4th Report, Confidentiality Guidelines for clinicians when reporting in Child Protection and Coronary Heart Disease and Stroke prevention in Scotland.
Dr Kapasi continues to be involved in the improvement of primary care and is at the moment the acting clinical director of Cowal with a remit to modernise the service in that area. Dr Kapasi does not hold any other ministerial appointments.
Barry Williamson has been an Upper GI and General Surgeon in the RAH in Paisley for 21 years. During this time he has been involved in medical management as the Unit Medical Officer for the RAH and more recently has been Chairman of the Medical Staff Association and Chairman of the multi-disciplinary Area Clinical Forum for the former Argyll and Clyde Health Board.
This experience has also afforded an opportunity to be directly involved both as a Health Board member and as the Cancer Clinical Lead for the area in redesign of services; particularly with regard to acute care and cancer care. Mr Williamson is the Lead Clinician of the Managed Clinical Network for Upper GI Cancer for the West of Scotland and a core group founding member of the National Hepato-Biliary-Pancreatic Cancer Network.
In association with many other Network colleagues across Scotland, Mr Williamson has contributed to the recently published SIGN guideline on the management of oesophageal and gastric cancer. Mr Williamson does not hold any other ministerial appointments.
Dr Kapasi's and Mr Williamson's appointments will be for four years from July 1, 2006 to June 30, 2010.
These posts are part time with a time commitment of eight hours per week for which the annual remuneration is £7,490.
Greater Glasgow and Clyde NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Greater Glasgow and Clyde region.
Ministerial appointments are made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Within the last five years, Dr Kapasi has spoken on behalf of the local MP for Inverclyde (Labour). Mr Williamson has not been involved in any political activity within the last five years.
