Scottish Children's Reporter Administration

Deputy Minister for Education and Young People Robert Brown today announced the reappointments of Douglas Bulloch as the Chair of the Scottish Children's Reporter Administration and Dr Joseph Morrow as a board member.

Mr Bulloch's reappointment as the SCRA Chair carries with it a time commitment of two days per week and presently attracts a remuneration of £19,776 per annum. Mr Bulloch does not hold any other public appointments.

Dr Morrow's remuneration has been set at a rate of £4,423 per annum for a time commitment of 1½ days per month. Dr Morrow was appointed as a part-time Commissioner to the Mental Welfare Commission for Scotland eight years ago.

His appointment finishes in September 2006. Remuneration is currently £2,191 for an annual commitment of 15 days, plus a payment of £201 for each additional day devoted to the Commission business.

Both reappointments will run for a period of four years from April 1, 2006 to March 31, 2010.

SCRA was established on April 1, 1995 as a Non-Departmental Public Body under Section 128 of the Local Government etc. (Scotland) Act 1994 and became officially operational on April 1, 1996.

The general purpose of SCRA is to facilitate the work of the Children's Reporters; to deploy and manage staff to carry out that work and to provide suitable accommodation for Children's Hearings. Based in Stirling, SCRA manages over 30 offices across Scotland and employs around 460 FTE staff.

Ministerial public reappointments are made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.

All appointments and reappointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' and reappointees' political activity (if any declared) to be made public. Mr Bulloch has not undertaken any political activity in the last five years. Dr Morrow is a councillor for the Labour Party.
