Advisory Committee on Distinction Awards

Health Minister Andy Kerr today announced the appointment of Mr Peter Raine as a Member of the Scottish Advisory Committee on Distinction Awards.

Peter Raine is a consultant paediatric and neonatal surgeon at the Royal Hospital for Sick Children, Yorkhill, Glasgow. He is a past-President of the British Association of Paediatric Surgeons and has been chairman of both the Specialist Advisory Committee and the Intercollegiate Examination Board in Paediatric Surgery for the Senate of Surgery of Great Britain and Ireland.

He has served as an elected member of the Council of the Royal College of Physicians and Surgeons of Glasgow and as an invited member of the Council of the Royal College of Surgeons of England. He has extensive experience of all aspects of selection, appraisal and assessment of surgical trainees and consultants in the NHS in Scotland. He does not hold any other ministerial appointments.

Mr Raine's appointment will be for a period of two years and seven months from March 13, 2006 to October 31, 2008.

The post is part time with a time commitment which cumulatively would be equivalent to approximately 30 days each year. The position is not remunerated but members receive travelling and subsistence allowance.

The Scottish Advisory Committee on Distinction Awards advises the Minister for Health and Community Care and Scottish Ministers which specialists engaged in the NHS in Scotland should receive awards for professional distinction.

This Ministerial appointment was made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, Mr Raine has not been involved in any political activity.
