Scottish Arts Council
16/01/2006
Culture Minister Patricia Ferguson today announced the reappointment of John Mulgrew to the Scottish Arts Council.
Mr Mulgrew is currently Director of Educational and Social Services at East Ayrshire Council. He is particularly committed to ensuring that significant priority is given to the place of education in the arts within an inclusive approach.
He has recently been involved in national working groups reviewing Initial Teacher Education in Scotland and Enterprise in Education. In his daily work he places pupil involvement in the arts at the centre of activity in schools.
The reappointment will be for three years and will run from November 1, 2005, to October 31, 2008.
This post is part-time and is not remunerated. Board members are expected to prepare for and attend approximately six Board meetings a year and may be involved in additional meetings and events.
The Scottish Arts Council is the main channel for Government funding for the arts in Scotland. The Council distributes funding to a wide range of Scottish arts organisations and is also responsible for distributing National Lottery funds. The work of the Council is supported and informed by a system of Committees. The Committee structure of the Council at present includes a Performing Arts Committee, a Creative Arts Committee, a Capital Committee, a Business Committee and an Audit Committee.
The Ministerial public appointment was made in accordance with the Commissioner for Public Appointments in Scotland's Code of Practice.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if there is any to be declared) to be made public. Mr Mulgrew has undertaken no political activities in the last five years.
