Tayside NHS Board

Health Minister Andy Kerr today announced the appointment of Mr Andrew Richmond, Mr Sandy Watson and Mr Peter Withers as new members to Tayside NHS Board.

Mr Andrew Richmond was formerly a number one rated stockbroking healthcare analyst in the City of London and most recently was a director of Covenant Healthcare, a private healthcare provider, which was sold in April of this year. Mr Richmond is a graduate of the University of Edinburgh, is married with two small children and lives in Angus. He does not hold any other ministerial appointments.

Mr Sandy Watson, recently retired Chief Executive of Angus Council, represented local government on the Carter Review of Public Health Medicine, was a member of the Physical Activity Task Force set up by the Minister for Health, and currently serves on the Scottish Physical Activity and Health Council. As Chief Executive of Angus Council, he was a member of the Health Improvement Committee of NHS Tayside and is committed to improving the interface between Health and Local Government through Community Planning and Community Health Partnerships. He has chaired the Scottish Advisory Committee of the Duke of Edinburgh's Award, is Interim Chairman of Angus College Board of Management, and has had a long involvement with Young Scot. He was awarded an OBE for services to local government in 2003. Mr Watson does not hold any other ministerial appointments.

Mr Peter Withers is Director of Prison Services at the Scottish Prison Service. He has managerial responsibility for the commissioning, monitoring and managing of all major private sector contracts for custodial and prisoner escort services and is currently leading a national Structure/Organisational Review. He has also been responsible for multi-agency working involving the military, Police, ambulance, fire, Social Work, Education, Local Government and the voluntary Sector both for contingency management and regime development. He does not hold any other ministerial appointments.

Mr Richmond's and Mr Watson's appointment will be for four years from 1 October 2005 to 30 September 2009. Mr Wither's appointment will be for four years from 1 December 2005 to 30 November 2009.

It is expected that as a Member they will contribute around eight hours per week for which the annual remuneration is £7,305.

Tayside NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Tayside region. To meet those needs it has an annual budget of over £562 million.

These Ministerial appointments were made in accordance with Commissioner for Public Appointments in Scotland (OCPAS) Code of Practice.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Within the last five years, none of the above appointees have been involved in any political activity.
