NHS appointments

Health Minister Andy Kerr today announced a number of
re-appointments in the National Health Service.
- Mr Brian Cavanagh as Chair of Lothian NHS
Board
- Ms Jenny Dewar as Chair of Orkney NHS
Board
- Mrs Betty Fullerton as Chair of Shetland NHS
Board
- Mrs Ann Markham as Chair of NHS Education for
Scotland
Mr
Brian Cavanagh runs a social policy
consultancy specialising in service and change management,
working with both the public and voluntary sectors in
Scotland and Europe. Mr Cavanagh has been a Board member of
Lothian NHS Board since 1997 and Chair of the Board since
2001. He does not hold any other ministerial appointments.
This re-appointment will be for a period of four years from
August 1 2005 to July 31 2009. It is expected that as
Chair, Mr Cavanagh will contribute around three days per
week for which the annual remuneration is £36,505.
Ms
Jenny Dewar has a wide experience of the
NHS, first as Chief Officer of the Local Health Council
from 1995 and then, from September 2001, as Chair of NHS
Orkney. She runs a self-catering business on the outskirts
of Stromness. Prior to moving to Orkney in 1993 she was a
Civil Servant and then a Trade Union Official. She is also
a Member of the Convention of the Highlands and Islands.
She does not hold any other ministerial appointments. This
re-appointment will be for a period of two years from
October 1 2005 to September 30 2007. It is expected that as
Chair, Ms Dewar will contribute around three days per week
for which the annual remuneration is £25,030.
Mrs
Betty Fullerton has 11 years experience in
Local Government Management of Social Work, 6 years
experience in the offshore oil service industry and 12
years in banking. She is currently Deputy Lieutenant for
Shetland, Director of Shetland Island Games 2005 Ltd and a
Member of the Board of Further Education/Train Shetland.
She does not hold any other ministerial appointments. This
re-appointment will be for a period of four years from
August 1 2005 to July 31 2009. It is expected that as
Chair, Mrs Fullerton will contribute around three days per
week for which the annual remuneration is £25,030.
Mrs
Ann Markham OBE started her career in
Education as a Primary Teacher, she then went into Higher
Education, first as a Lecturer in Teacher Education in
Sunderland and then on to senior posts in Plymouth and
Brighton. At the time of her retiral she was Dean of the
Faculty of Education, Sport and Leisure at the University
of Brighton. She has served on a range of National
Committees and Boards, both north and south of the Border.
She is currently a Board Member of NHS National Services
Scotland, where she receives annual remuneration of £7,305.
She is also Deputy Chair of the UK Sector Skills Council
for Health and a Member of the NHS Scotland's National
Workforce Committee. She was first appointed as Chair of
NHS Education for Scotland in 2002. This re-appointment
will be for a period of four years from January 1 2006 to
December 31 2009. It is expected that as Chair, Mrs Markham
will contribute around three days per week for which the
annual remuneration is £22,945.
NHS Boards are responsible for the strategic planning of
health services and the development of measures to improve
the health of the community in their region.
This Ministerial re-appointment was made in accordance
with Commissioner for Public Appointments in Scotland
(OCPAS) Code of Practice.
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if any declared) to be made public. Within the last five
years, all of these people have not been involved in any
political activity.
