Bellwin funding for Perth and Kinross

Financial assistance will be offered to Perth and
Kinross Council to help meet the costs of dealing with the
heavy flooding in August 2004, it was announced today.
The payment - under the Scottish Executive Bellwin
Scheme - will result in initial additional funding of
£160,830. Any other funding on top of this will be paid at
a later stage once a final audited claim has been
received.
Deputy Minister for Finance and Parliamentary Business
George Lyon said:
"I am pleased to be able to announce that we are
providing £160,000 to Perth and Kinross Council under the
Bellwin Scheme. This funding is to cover the eligible
costs incurred in the immediate aftermath of the heavy
floods that affected the Perth and Kinross area in August
2004, primarily to meet the costs incurred by the Council
in making initial repairs to highways, pavements and
footpaths."
In September 2004, a request was received from Perth and
Kinross Council to activate the Bellwin Scheme to help meet
the costs sustained in dealing with the damage caused to
local transport infrastructure and the significant
disruption to local communities. Since then there has been
regular liaison between the Executive and the Council on
the eligibility of their claim. The Council's costs were
primarily in clearing debris and immediate repairs to the
road network.
The Bellwin Scheme exists to give special financial
assistance to authorities who would otherwise be faced with
an undue financial burden as a result of providing relief
and carrying out immediate work due to large-scale
emergencies. Where the criteria of the scheme are met,
grant is payable to authorities at 85 per cent of the
eligible costs incurred above a threshold set for each
authority. The threshold for Perth and Kinross at the time
was £298,567.
The Scheme is intended to cover uninsurable costs.
Authorities are expected to provide their own cover for
insurable items, whether externally or through
self-insurance.
