Proposed water charges for 2006 to 2010

Proposed water charges for the period 2006 to 2010 were released for consultation today.

Deputy Environment Minister Rhona Brankin welcomed the prospect of stable charges for Scottish Water customers, in response to publication of the Water Industry Commissioner's (WIC) Draft Determination of Charges, part of the process by which Scottish Water's charges are set.

Ms Brankin said:

"We have set out our objectives for continuing improvements in drinking water quality, environment protection, customer service and new capacity.

"I am encouraged that the draft determination points clearly to these objectives being delivered whilst charges remain stable.

"It demonstrates that the public sector model of water ownership is delivering for Scottish Water's customers.

"These proposals affect almost every household and business in Scotland. It is important that people across the country give them careful consideration and comment on them to the new Water Industry Commission."

Publication of the draft determination of water charges is part of the process, established by the Water Services etc. (Scotland) Act 2005, by which limits on Scottish Water's charges are being set for the period 2006 to 2010. The next stage is a 12 week public consultation on the proposals. Comments should be sent to the new Water Industry Commission by September 23.

On July 1, the Commission assumes its duties as the independent economic and customer services regulator of Scottish Water and will consider comments on the draft determination. In light of its consideration, final charge limits will be determined by the end of November. Scottish Water will then have two months to consider appealing the terms of the determination to the Competition Commission.
