Horses to get passports

All horses - including ponies, donkeys and crossbreeds -
will need a passport to move within and outwith Scotland
from August 16.
The Horse Passport (Scotland) Regulations come into
effect today. From August 16, 2005, owners will not be
able to move a horse for competition, shows or breeding,
out of Scotland, onto the premise of a new keeper or for
veterinary treatment without a passport.
Owners of animals which were born before May 16, 2005,
should apply to a Passport Issuing Organisation (PIO) for
passports before
June 16, 2005 to prevent incurring
restrictions after the enforcement date of
August 16, 2005.
Horses born on or after May 16, 2005 will require a
passport by December 31 in the year of its birth or by 6
months of age, whichever is the later.
Horse owners already holding passports should check that
they include the new section 1X pages so that they are
fully compliant with the new legislation. If this section
is missing owners should apply to a PIO for the new
pages.
The Horse Passports (Scotland) Regulations 2005 SI. No.
223 were made on April 21, laid before Parliament on April
22, and come into force today.
The legislation underpins a robust control system to
ensure that horses which have been treated with veterinary
medicines not authorised for use in food-producing animals
are not slaughtered for human consumption.
