NHS Quality Improvment Scotland

The appointment of Mr Martyn Evans and Dr Mike Winter as
new members to the Board of NHS Quality Improvement
Scotland was announced today by Health Minister Andy
Kerr.
Martyn Evans is the Director of the
Scottish Consumer Council. He has wide experience of the
voluntary sector, research and social welfare law. He was a
visiting Professor of Law at the University of Strathclyde.
He has been the Director of Shelter (Scottish Campaign for
Homeless People) and Chief Executive of the Scottish
Association of Citizens Advice Bureaux. He does not hold
any other ministerial appointments.
Dr Mike Winter is an Associate Medical
Director and General Practitioner in NHS Lothian. He has 25
years experience of working in NHS Scotland in all aspects
of health service delivery, with a particular interest in
quality assurance, all aspects of primary care and in
mental health services. He has worked in West Lothian,
Lanarkshire, and most recently in NHS Lothian. He does not
hold any other ministerial appointments.
Both appointments will be for four years from April 1,
2005, until March 31, 2009.
It is expected that as a Member they will contribute
around eight hours per week for which the annual
remuneration is £7,305.
The aim of NHS QIS is to strengthen public confidence in
the health service and to support the delivery of higher
standards of care, with improved outcomes and experiences
for patients and carers, and better value for money.
These Ministerial appointments were made in accordance
with Commissioner for Public Appointments in Scotland
(OCPAS) Code of Practice.
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if any declared) to be made public. Within the last five
years, Mr Evans and Dr Winter have not been involved in any
political activity.
