Borders NHS Board

Health Minister Andy Kerr today announced the
appointments of Mr Tom Donaldson, Mrs Mary Wilson and Mrs
Catherine Duthie as members of Borders NHS Board and the
extension of Mr Tony Taylor's appointment as Chair.
Tom Donaldson is senior partner in his own
Business Coaching & Counselling Consultancy and also a
Business Mentor within the Scottish economic development
community.
He is active in the innovative deployment of Information
Technologies within both Public & Private sector
organisations. He holds non-executive business development
roles in pioneering technology companies. He does not hold
any other ministerial appointments.
Mary Wilson has served as Vice Chair of
NHS Borders and Borders Health Board and was previously a
Trustee with Borders Primary Care NHS Trust.
She is Director of Interalia and has wide ranging
experience of the private & public sectors in relation
to IT, eBusiness, Business Development Consultancy, Project
Management, Education and Training. She is also the Non
Executive Director on the Scottish Executive Health
Department Management Board. She does not hold any other
ministerial appointments.
Catherine Duthie was Macmillan Cancer
Relief's Director (Scotland & N. Ireland) until 1996.
Since then, she has combined her involvement in a family
video communication business with consultancy work for a
number of voluntary organisations in the healthcare and
arts sectors. In 2003 she was appointed as a lay member of
the Nursing and Midwifery Council's Fitness to Practice
Panel. She does not hold any other ministerial
appointments.
Tony Taylor has spent 18 years in private
business, first as a Managing Director of a local textile
company, from 1988 to 1996 as a Director of the Edinburgh
Woollen Mill and latterly as Group Managing Director of The
Scottish Woollens Group.
He is currently a member of Heriot Watt University
Senate and was formally Vice Chair of the Scottish College
of Textiles. His public service includes ten years on the
Board of Scottish Enterprise Borders and four years as
Chair of the Board.
His involvement with the NHS commenced eight years ago
as a Non-Executive Trustee of the Borders General Hospital
Acute Trust, latterly as Vice-Chair. In 2001 he became
Chair of NHS Borders. Mr Taylor received an OBE in the
2005 New Years Honours. He does not hold any other
ministerial appointments.
Mr Donaldson's and Mrs Wilson's appointments will be for
three years, from February 1, 2005, to January 31, 2008.
Mrs Duthie's appointment will be for four years, from
February 1, 2005, to January 31, 2009. The extension for
Mr Taylor will be for 18 months, from August 1, 2005,
to January 31, 2007.
As Chair, Mr Taylor will contribute around three days
per week for which the annual remuneration is £27,115. The
Members will contribute around eight hours per week for
which the annual remuneration is £7,305.
Borders NHS Board is responsible for the strategic
planning of health services and the development of measures
to improve the health of the community in the Borders
region. To meet those needs it has an annual budget of over
£145 million.
These Ministerial appointments were made in accordance
with Commissioner for Public Appointments in Scotland
(OCPAS) Code of Practice.
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if any declared) to be made public. Within the last five
years, none of the appointees have been involved in any
political activity.
