Senior staff change for prosecution service

Norman McFadyen, the Crown Agent has taken up the
combined duties of Crown Agent and Chief Executive of the
Crown Office and Procurator Fiscal Service (COPFS) with
effect from December 6, 2004.
His new responsibilities follow the appointment of
Robert Gordon, Chief Executive of COPFS, to be Head ofthe
Scottish Executive Justice Department from the same date Mr
McFadyen will be supported by a Deputy Chief Executive. A
Civil Service recruitment exercise is currently
underway.
Norman McFadyen, who was appointed Crown Agent Designate
in March 2002, following restructuring of the department
said: "I am pleased to take on the combined roles of Crown
Agent and Chief Executive. I have had the advantage of
working very closely with Robert Gordon while he has been
Chief Executive over the last two and a half years. Under
his leadership we have become a far stronger department. We
have much still to do in terms of modernisation of the
department, but we can take pride in what we have achieved.
I am confident that I will have around and supporting me
people who share a commitment to continued improvement of
our service to the public."
Norman McFadyen biography:
* Educated at the High School of Glasgow and Glasgow
University, Norman McFadyen joined the public service as a
Legal Apprentice in the Crown Office, the Headquarters of
the Prosecution Service in Scotland, in 1976. He qualified
as a solicitor in 1978 and remained with the Prosecution
Service as a Procurator Fiscal Depute, prosecuting criminal
cases in Airdrie and Glasgow, before returning to the High
Court Unit of Crown Office in 1986.
* In 1988 he was appointed Head of the Crown Office
Fraud and Specialist Services Unit, responsible for the
investigation of serious and complex fraud, international
criminal investigations and criminal confiscation.
* In 1994 he was appointed Deputy Crown Agent, with
specific responsibility for all Headquarters casework and
in January 1999 he was appointed Regional Procurator Fiscal
for Lothian and Borders.
* He was involved in the Lockerbie Criminal
Investigation from December 1988 and had overall
responsibility for the preparations by the Procurator
Fiscal Service for the trial and appeal at Camp Zeist in
the Netherlands.
* He was appointed Crown Agent Designate in March 2002,
following restructuring of the department and confirmed as
Crown Agent in March 2003.
* He was appointed CBE in the New Year Honours List in
2002.
