Health Minister Malcolm Chisholm today announced the
re-appointment of Ann Markham, James Stuart and Mohindra
Dhall as Members of the Board of NHS National Services
Scotland (formerly known as the Common Services Agency for
NHSScotland).
Ann Markham was born and educated in
Dundee and went on to have a long career in education,
culminating in her final post at the University of Brighton
as Dean of the Faculty of Education, Sport and
Leisure.
She has served on a number of national bodies in teacher
education, latterly chairing both the Quality Assessment
and Accreditation committees of the Government's Teacher
Training Agency for England and Wales.
Mrs Markham is a member of the University Court of
Abertay Dundee University, is Deputy Chair of the UK Sector
Skills Council for Health, a member of the National
Workforce Committee and is also a volunteer worker with the
Dundee Independent Advocacy Service.
James Stuart is a retired professional
company secretary. He has wide strategic and operational
management in a PLC and a charity, including finance, HR
and corporate administration. He has also held voluntary
appointments in health and education.
Mohindra Dhall is a senior international
banker and has travelled to over 75 countries during his
banking career. He is an Associate of Institute of Bankers
London and Certified Associate of Indian Institute of
Bankers.
Mr Dhall is very actively involved in community service
and is founder President of the Scottish Indian Arts Forum
as well as the Ethnic Enterprise Centre in Edinburgh, and
Member of the Rotary Club and the Merchant Company in
Edinburgh.
Ann Markham's and James Stuart's re-appointments will be
for four years from September 1 to August 31, 2008.
Mohindra Dhall's re-appointment will be for two years
from September 1 to August 31, 2006.
It is expected that Board Members will contribute around
eight hours per week for which the annual remuneration is
£7,160.
Mrs Markham currently chairs the Board of NHS Education
for Scotland, for which she receives an annual remuneration
of £22,495. Mr Stuart and Mr Dhall do not hold any other
ministerial appointments.
NHS National Services Scotland plays an active role in
the NHS in Scotland by supporting excellence in healthcare
through partnerships and expertise. It is an integral part
of supporting frontline patient care by providing and
co-ordinating essential national and regional services.
These Ministerial re-appointments were made in
accordance with guidance issued by the Office of the
Commissioner of Public Appointments in Scotland.
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if any declared) to be made public. None of the
re-appointees have been involved in any political activity
within the last five years.
