Re-appointments to NHS Boards

Health Minister Malcolm Chisholm today announced the
re-appointments of John Mullin as Chair of Argyll &
Clyde NHS Board and John Ross as Chair of Dumfries and
Galloway NHS Board.
Mr Chisholm said:
"I am very pleased to announce these re-appointments.
Since their appointments in 2001, both have made extremely
valuable contributions to the NHS in Scotland.
"I look forward to continuing to work together with them
in the vital task of improving the health of the people of
Scotland."
John Mullin is a Political and Public
Policy Adviser. He was appointed as a Member of Argyll and
Clyde Health Board in 1995 and was Chair of the Health
Board's Audit Committee.
He was Chair of Renfrewshire & Inverclyde Primary
Care Trust from 1998-2001 and a member of the Accounts
Commission for Scotland until October 2003.
Formerly Chair of Strathclyde Regional Council's Finance
Committee he was an elected Councillor between 1982-1996
and an Executive Member of CoSLA between 1987-1996.
John Ross is a farmer and company director
from Stranraer who has had a lifelong interest in public
affairs, which has been the catalyst for achieving and
maintaining a number of interesting and rewarding
positions. He has been involved with NHS Dumfries &
Galloway for a number of years, previously serving as Chair
of the Primary Care Trust, and prior to that, as Chair of
the Health Board. He was awarded a CBE in 1994.
Both re-appointments will be from August 1, 2004, for a
period of four years.
It is expected that Chairs will contribute around three
days per week.
The annual remuneration for Chair of Argyll & Clyde
NHS Board is £28,630 and for Chair of Dumfries &
Galloway NHS Board is £26,585.
Mr Mullin does not hold any other ministerial
appointments. Mr Ross holds another public appointment as
Chair of the Moredun Research Institute, for which he
receives no remuneration.
NHS Boards are responsible for the strategic planning of
health services and the development of measures to improve
the health of the community in their region.
To meet those needs Argyll & Clyde and Dumfries
& Galloway have annual budgets of over £458 million and
£169 million respectively.
These Ministerial re-appointments were made in
accordance with guidance issued by the Office of the
Commissioner of Public Appointments (OCPA).
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if any declared) to be made public.
Within the last five years, Mr Mullin has canvassed on
behalf of the Labour Party. Mr Ross has not been involved
in any political activity.
