Suckler Cow Premium Scheme

The Suckler Cow Premium Scheme 2004 will open for
applications on July 1, 2004.
The Scottish Executive Environment and Rural Affairs
Department (SEERAD) is sending a SCPS 2004 claim form and
Notes for Guidance to farmers who claimed under last year's
scheme. These forms will also be available from SEERAD
Area Offices. Farmers can also choose to submit their
claim on-line.
The last date for submitting claims is December 6,
2004. Claims received after that date but before December
31, 2004 will be penalised. If a claim is received after
the latter date, except in cases of force
majeure/exceptional circumstances, it will be invalid.
Farmers are strongly advised to submit their claims in
plenty of time before the closing date.
Under existing national envelope provisions an
additional payment will be made to all producers who
receive SCP.
SEERAD aim to issue advance payments, expected to be 60
per cent of the full rate of premium, by December 31, 2004,
or within 12 weeks of receipt of the claim, whichever is
later. Balance payments (40%) should issue by June 30,
2005.
Farmers should ensure that they hold sufficient suckler
cow quota (of the correct ring-fence designation) prior to
submitting their claim.
The Suckler Cow Premium Scheme opens for applications on
July 1, 2004 and will close on December 6 2004. The scheme
helps to support the incomes of specialist beef producers.
This is done through a Premium (subsidy) which is paid on
suckler cows and heifers (over 8 months old) which form
part of a regular breeding herd used for rearing calves for
beef.
The rate of Suckler Cow Premium for 2004 is £140.34 per
head, reduced to £135.43 by modulation for 2004.
Modulation is a deduction from payments under the CAP
schemes to fund the Scottish Rural Development Plan. The
plan will benefit farmers, the rural economy and the
environment. For 2004, SCPS payments will be modulated by
3.5%.
Farmers are only eligible for suckler cow premium if
they hold quota of the correct ring-fence area designation.
A farmer's ring-fence is determined by the location of the
majority of the land which comprises his/her holding
(information provided in the IACS 2004 return). Five
different ring fences operated within Great Britain:

• Welsh LFA
• English LFA
• GB NON-LFA
