Appointments to Board of Scottish Enterprise

Deputy First Minister and Minister for Enterprise and
Lifelong Learning, Jim Wallace, today announced the
appointment of six new members to the Board of Scottish
Enterprise.
Mr Wallace said:
"I am pleased to be announcing these appointments
today. Scottish Enterprise plays a vital role in helping
achieve our top priority of economic growth. I am
delighted that Pat Denzler, Ray Perman, Donald MacRae, Fred
Hallsworth, Douglas Lamb and Colin McClatchie have accepted
appointment to the Board.
"This is an opportune time. I recently announced a
refresh of A Smart Successful Scotland and work on this is
now well underway. As well as taking account of progress
made, we want to ensure we have an up-to-date analysis of
the challenges facing the economy and how we go about
addressing those. With clear strategic direction and their
own skills, knowledge and experience, I have every
confidence that these new members are well equipped for the
task ahead.
"I should also like to record my appreciation of the
service given by Janet Lowe, Eric Hagman and Campbell
Christie who are leaving the Board and to Professor Neil
Hood, Christine May and Brian Souter who have already stood
down. They have all made valuable contributions to the
work and achievements of Scottish Enterprise."
The new members are:
Pat Denzler A former restaurateur and hotelier, Mrs
Denzler is also a past President of Leith Chamber of
Commerce. She is currently the Vice-President of the East
of Scotland Businesswomen's club, Chair of Leith Rules Golf
Society and President of Queen Margaret University College
Graduates Association.
Fred Hallsworth is Senior Client Service Partner for
Deloitte in Scotland. He is a former Board Member of the
University of Cambridge Finance Committee and Honorary
Treasurer and Trustee of the Cambridge Foundation. He is
currently a Council Member of CBI Scotland and a Board
Member of the Scottish Institute for Enterprise.
Douglas Lamb is Managing Director of the Boxshop Ltd,
manufacturers of corrugated cardboard packaging, a company
he founded in 1986. He is involved in the Scottish
Business in the Community's Partners in Leadership
programme and is also Secretary of Kelvin Business
Watch.
Donald MacRae is the Strategy and Finance Director for
Lloyds TSB (Scotland) Plc. He is a member of both the
Scottish Executive's Economic Statistics Advisory Group and
Economists Advisory Group as well as being a visiting
professor at the University of Abertay and Dundee.
Colin McClatchie is the General Manager of News
International Newspapers (Scotland) Ltd. He is currently
Chair of the Institute of Directors Scotland, and a
Director of both Scottish Opera and Scottish Enterprise
Glasgow.
Ray Perman A former journalist, entrepreneur, and
Chief Executive of Scottish Financial Enterprise, Ray
Perman is currently self-employed and is an advisor to
Determined to Succeed, the Scottish Executive initiative to
encourage Enterprise in Education. He holds a number of
non executive positions including Chair of Social
Investment Scotland and Member of the Court of Heriot-Watt
University.
These appointments will be for three years and will run
from 1 July 2004 to 30 June 2007.
The posts are part-time and attract a renumeration of
£9,462 for a time commitment of two days per month. Donald
MacRae is also a Board Member at Scottish Homes for which
he receives a remuneration of £2,500 per annum. None of
the other five appointees hold any other Ministerial
appointments.
These Ministerial public appointments were made in
accordance with the Code of Practice issued by the Office
of the Commissioner for Public Appointments.
All appointments are made on merit and political
activity plays no part in the selection process. However
in accordance with the original Nolan recommendations,
there is a requirement for appointees' political activity
(if there is any to be declared) to be made public. In the
last five years, Ray Perman has undertaken activity for a
Labour candidate. None of the other appointees declared
political activity.
There are currently three vacancies on the Board of
Scottish Enterprise. Brian Souter stood down in November
2002. Christine May resigned in January 2003 and Professor
Neil Hood stood down in February 2004.
Three more places become vacant on 1 July when the
appointments of Campbell Christie, Eric Hagman and Janet
Lowe end.
Scottish Enterprise is a non-departmental public body
(NDPB) and is the Scottish Executive's main vehicle for
economic development in the North East, Central and Lowland
Scotland.
