Arrangements for water charges

A consultation on the technical arrangements relating to the transfer of revenues from water and waste water charges from local authorities to Scottish Water was launched today.

It will also review how much Scottish Water should pay local authorities for billing and collection services.

New arrangements will take force from April 1, 2005, following the expiry of the current Water Services Charges (Billing and Collection) (Scotland) Order 2002.

Deputy Environment Minister Allan Wilson said:

"The current arrangements which specify how Local Authorities transfer water and waste water revenue to Scottish Water are detailed in the Water Services Charges (Billing and Collection) (Scotland) Order 2002.

"This Order expires in March 2005. There is now a need to review the options available to ensure that the arrangements continue to be efficient and effective.

"This consultation demonstrates the Scottish Executive's commitment to working with Local Authorities, Scottish Water and the general public to identify the best possible arrangements for the billing and collection of domestic water and waste water charges."

Andy Kerr, Minister for Finance and Public Services, added:

"I fully support the Consultation and agree that joint billing is clearly in the interest of both Council Tax payers and water and waste water customers."
