The appointment of a new Chair to the Building Standards
Advisory Committee (BSAC) was announced today.
It is of David Wedderburn, a solicitor architect with
Maclay, Murray and Spens, Edinburgh.
He was first appointed as a member of the Committee in
1997 and has been part of the work of the main committee
and to its technical sub-committees over the past few
years.
More recently, he also chaired the BSAC Technical Format
sub-committee which advised the Executive during the lead
up to the consultation on new building regulations and
draft guidance documents.
Mr Wedderburn's appointment will be for three years from
April 1 to December 31, 2006 and follows the retiral of Dr
Sam Thorburn CBE.
All appointments are made on merit and political
activity plays no part in the selection process. However,
in accordance with the original Nolan recommendations,
there is a requirement for appointees political activity
(if any declared) to be made public.
David Wedderburn is not affiliated to any political
party. He was previously a member of the Scottish Liberal
Democrats. He holds no other ministerial appointments. The
position of Chair, as with other members of BSAC is an
entirely voluntary and unpaid role.

Committee"
The remit of the Committee is set out in the Building
(Scotland) Act 1959, and is essentially to advise Scottish
Ministers on the continuing development of the Building
Standards (Scotland) Regulations and on the operation of
the Scottish building standards system. Ministers are
required by the Act to consult BSAC on changes to the
regulations and also on class relaxations of the
regulations.
The Committee is intended to provide a technical input
to proposals for regulations, but with a strong remit to
consider both the potential effects of the legislation and
its interaction with related legislation.
