New Head for Common Services Agency Board

Health Minister Malcolm Chisholm today announced that Mr David Campbell CBE is to be appointed as Chair of the Common Services Agency Board.

He will take up the position on April 1 and his appointment will be for four years. The current Chair, Mr Graeme Millar, is due to retire on March 31.

Mr Chisholm said:

"I am delighted to announce this important new appointment. Mr David Campbell will bring a diverse range of skills and experience which will be of great benefit to the Common Services Agency Board.

"I should also like to add my personal thanks to Mr Graeme Millar for the leadership and commitment he has shown over the last 5½ years."

Welcoming Mr David Campbell's appointment, Mr Millar said:

"I welcome the appointment of David Campbell as Chair of the Common Services Agency and look forward to working closely with him over the next few weeks and months to ensure a smooth handover."

The Common Services Agency Board provides a range of administrative and support services critical to the operation of the NHS in Scotland.

Mr David Campbell CBE is the Chair of Summerlea Investment & Management Company. He is a Director of Eurodestination Ltd and a Director of a number of other business enterprises. Mr Campbell was a Member of the Scottish Industrial Development Advisory Board until January 2004 and is a former Chair of the Health Education Board for Scotland.

He is also the Scotland Board Member of the New Opportunities Fund, for which he receives remuneration of £194 per day, and is a Regional Chair of the Prince's Scottish Youth Business Trust.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared ) to be made public.

Mr Campbell has not been involved in any political activity within the last five years.

It is expected that the Board Chair will contribute around three days per week for which the annual remuneration is £22,495.

These Ministerial public appointments were made in accordance with guidance issued by the Office of the Commissioner of Public Appointments (OCPA). A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.

CSA support for NHSScotland has evolved over the years and it now provides the following main functions:

  • It provides support services for the NHS, such as legal and procurement services and administers the remunerations of family practitioners
  • It runs some national clinical services such as the Scottish Blood Transfusion Service and ensure the provision of high quality, effective health services through its National Services Division
  • It provides support for the Scottish Executive through for example the information and statistics service
  • It runs core national strategic public health organisations and health programmes through, for example, the Scottish Centre for Infection and Environmental Health, screening programmes and information services for health monitoring and surveillance
