Appointments to NHS Tayside

Health Minister Malcolm Chisholm today announced the
appointments of Murray Petrie, Betty Ward, James
McGoldrick, John Angus, Elizabeth Forsyth and Ian Wightman
as Members of Tayside NHS Board.
The appointments are for two years from 1 April 2004 for
Ian Wightman and four years from 1 April 2004 for Murray
Petrie, Betty Ward, James McGoldrick, John Angus and
Elizabeth Forsyth.
Mr Chisholm said:
"I am delighted to announce these important new
appointments. Mr Petrie, Mrs Ward, Professor McGoldrick, Mr
Angus, Mrs Forsyth and Mr Wightman have already
demonstrated, through the selection process, a clear
understanding of the issues being faced within NHS Tayside,
and each will bring energy and enthusiasm to the NHS
Board."
Peter Bates, Chair of Tayside NHS Board, said:
"I am delighted that the Minister has appointed these
Members to the Board and their length of experience and
knowledge will contribute enormously to the continuing
wellbeing of the Tayside community."
Tayside NHS Board is responsible for the strategic
planning of health services and the development of measures
to improve the health of the community in the Tayside
Region. To meet those needs it has an annual budget of over
#445 million.
Mr Murray Petrie, aged 57, is a Managing Partner with
Lickley Proctor, Chartered Surveyors, part of Allied
Surveyors plc, the largest independent survey firm in the
UK. Mr Petrie has held many public positions. He was a
member of the Children's Hearing system for 12 years and
has been a non-executive Director/Trustee of various health
bodies since 1993, serving as Chair of both Dundee
Healthcare NHS Trust and Tayside Primary Care NHS Trust.
Mr Petrie has not been involved in any political activity
within the last five years, he is currently a member of the
Tayside NHS Board in his capacity as Chair of the Tayside
Primary Care NHS Trust, for which he receives an annual
remuneration of £22,495. This appointment will cease on
the dissolution of the Trusts with effect from 31 March
2004.
Mrs Betty Ward, aged 52, was previously Convener of
Social Work on Dundee City Council and chaired the Health
& Community Care Liaison Group. She also served as
Convener of the Finance Committee. She works with Sidlaw
Executive Travel, based in Auchterhouse. Within the last
five years, Mrs Ward has been actively involved with the
Labour Party as an elected Member on Dundee City Council
from 1995 to 2003, she does not hold any other Ministerial
Appointments.
Professor James McGoldrick, aged 51, is Deputy-Principal
of the University of Abertay Dundee and is the past
national Vice President of the Chartered Institute of
Personnel and Development. He served as a member of the
panel which reviewed the Human Resources Strategy for the
NHS in Scotland. He is an acknowledged expert in the human
aspect business organisation and has published numerous
papers and books. He has lectured in colleges and
universities in the UK and abroad on Sociology,
Organisational Behaviour
and Employee Relations. Professor McGoldrick has
not been involved in
any political activity within the last five years, he
is currently a member of the Tayside NHS Board in his
capacity as Chair of Tayside University Hospital NHS Trust,
for which he receives an annual remuneration of #22,495.
This appointment will cease on the dissolution of the
Trusts with effect from 31 March 2004. Professor
McGoldrick is also a member of the Scottish Higher
Education Funding Council, for which he receives an annual
remuneration of #5,157.
Mr John Angus, aged 57, recently retired as Head of
Committee and Administration with Perth and Kinross Council
after nearly 40 years in local government. Prior to his
retirement Mr Angus formed part of a team of senior
officers of the Council and NHS Tayside to prepare
proposals for a new partnership for the delivery of joint
health and social care services in Perth and Kinross. Mr
Angus has not been involved in any political activity
within the last five years, and does not hold any other
Ministerial appointments.
Mrs Elizabeth Forsyth, aged 53, is employed as
Development Officer with Lippen Care, a locally based
charity working in partnership with Tayside Primary Care
NHS Trust to provide the new Strathmore Hospice in Forfar,
Angus. Mrs Forsyth is also a Board member of the Wishart
Centre, Dundee and is widely experienced in many aspects of
the Voluntary Sector at national and local levels. Mrs
Forsyth has not been involved in any political activity
within the last five years, she is currently a member of
the Tayside Primary Care NHS Trust, for which she receives
an annual remuneration of £7,160. This appointment will
cease on the dissolution of the Trusts with effect from 31
March 2004.
Mr Ian Wightman, aged 62, is Manager of Perth &
Kinross Business Community Support Group, a public/private
sector partnership which promotes social and financial
inclusion in Perth & Kinross. Currently Mr Wightman is
a non-executive trustee with both Tayside Primary Care NHS
Trust and Tayside University Hospitals NHS Trust. Mr
Wightman has not been involved in any political activity
within the last five years, he is currently a member of the
Tayside Primary Care NHS Trust and Tayside University
Hospitals NHS Trust, for which he receives an annual
remuneration of £7,160 for each.
This appointment will cease on the dissolution of the
Trusts with effect from 31 March 2004.
It is expected that as Members they will each contribute
around eight hours per week for which the annual
remuneration is £7,160.
This Ministerial public appointment was made in
accordance with guidance issued by the Office of the
Commissioner of Public Appointments (OCPA). A statement of
validation from the Independent Assessor appointed by OCPA
has been obtained. This confirms full compliance with the
OCPA Code of Practice at each stage of the appointments
process.
The establishment of 15 NHS Boards was announced in
'Our National Health: A plan for action, a plan for change'
(Scottish Executive Health Department, December 2000).
Further details were given in the policy document
'Rebuilding our National Health Service' (May 2001). NHS
Boards have been designed to simplify and rationalise
existing NHS decision-making structures and create greater
accountability and transparency, while providing strategic
leadership and direction in each local health system.
The Health White Paper "Partnership for Care" includes
proposals for the dissolution of NHS Trusts and changes to
governance arrangements for local NHS systems. These
changes are intended to improve service organisation and
delivery throughout NHSScotland and to engage with
patients, as key drivers of change and a fundamental source
of the definition of quality.
