Learning and Teaching Scotland appointments

Two new members were appointed to the Board of Learning and Teaching Scotland (LTS) today. A further six members were re-appointed.

Learning and Teaching Scotland, an independent advisory body for education, came into effect on July 1, 2000 following the merger of The Scottish Consultative Council on the Curriculum (SCCC) and the Scottish Council for Educational Technology (SCET).

LTS aims to provide advice, support, resources and staff development which embrace the quality of educational experience, thereby improving pupil and student attainment and achievement and promoting life long learning.

The new board members - appointed to fill vacancies due to members retiring - are Professor Douglas Weir and Fraser Sanderson, who are both appointed until July 2007.

Professor Martyn Roebuck and Professor Leslie Beddie have been re-appointed to the LTS board until June 2006 while Keir Bloomer, Dr Ray Harris, John Mitchell and Iris McMillan have been appointed for a further period until June 2007.

The appointments were announced by Education Minister Peter Peacock. He also announced the reappointment of Professor Tom Wilson as the LTS chair.

Chair Re-appointment

Professor Tom Wilson OBE
Professor Wilson has been Chair of LTS since its inception in 2000 and his strong leadership skills and sense of direction have helped see the organisation through the diverse changes associated with the merger of SCCC and SCET. Professor Wilson is a highly respected individual in the field of education and has been Principal of the Glasgow College of Building and Printing since 1989. Professor Wilson has been re-appointed from April 1, 2004 until March 31, 2007. Professor Wilson will receive a remuneration of £10,167 per annum.


New Member Appointments

Professor Douglas Weir
Professor Weir is Professor within the Social Studies Department of the University of Strathclyde, a post he has held since August 2001, having worked with the University as Dean, Vice Dean and Associate Dean of the Faculty of Education since August 1998. Professor Weir's four main areas of professional commitment are corporate management, research management, course development and teaching and learning. This has provided Professor Weir with an expert knowledge of the links between employment and education, an important area for the Board of LTS. Professor Weir has been appointed from January 2004 until July 31, 2007. The post of board member is not remunerated, Professor Weir declared no political interests over the last five years and holds no other Ministerial appointments.

Fraser Sanderson
Mr Sanderson is Corporate Director of Education and Community Services, a post he has held since 1999, having some thirty years experience in the education sector previously with post ranging from Principal Teacher of English to Director of Education. Mr Sanderson has wide experience of the requirements of education authorities and he will bring this strength of knowledge to the Board of LTS. Mr Sanderson has been appointed from January 2004 until July 31, 2007. The post is not remunerated. He declared no political interests over the previous five years and is a member of the Advisory Council for Learning and Teaching Scotland, which is a non remunerative post.


Member Re-appointments

Professor Martyn Roebuck
Professor Roebuck is Professor of Education at the University of Glasgow. Previously a Chief Inspector of schools, Professor Roebuck provides the Board with a wealth of experience in working with a range of complex issues and has strong links with the educational research community. Professor Roebuck has been re-appointed from July 1, 2003 to June 2006. The post is not remunerated. He declared no political interests over the previous five years and holds no other Ministerial appointments.

Professor Leslie Beddie
Professor Beddie is currently director of IT Services at the University of Durham. Professor Beddie's career has provided her with an expert knowledge of ICT and she assists the Board greatly in this area. Professor Beddie has been re-appointed from 1 July 2003 to June 2006. The post is not remunerated. She declared no political interests over the previous five years and holds no other Ministerial appointments.

Keir Bloomer
Mr Bloomer is currently Chief Executive of Clackmannanshire Council and has over 30 years of experience in the field of education. Previous posts have range from Principal Teacher of History to Depute Director of Education. Mr Bloomer has much experience in the management of change which has been of great benefit to the Board of LTS. Mr Bloomer has been re-appointed from July 1, 2003 until June 30, 2007. The post is not remunerated. Mr Bloomer declared no political interests over the previous five years and is also a member of LTS's Advisory Council which is a non remunerative post.

Dr Ray Harris
Dr Harris is the Principal of Telford College, having previously been Principal of Stevenson College and Depute Principal at Perth College. Dr Harris has a large body of experience in curriculum development and applications of ICT and provides the Board with knowledge of the important links between schools and Further/Higher education. Dr Harris has been re-appointed from July 1, 2003 until June 30, 2007. The post is not remunerated. Dr Harris declared no political interests over the past five years and holds no other Ministerial appointments.

John Mitchell
Mr Mitchell is the Headteacher of Kilsyth Academy and has held this post since 1985. His teaching career has spanned from class teacher of Physics to Depute Head Teacher and Mr Mitchell has gained over thirty years of educational experience during this time. As a serving Headteacher, Mr Mitchell ensures that the Board is aware of the impact of LTS's activities on the classroom practitioner. Mr Mitchell has been re-appointed from July 1, 2003 to June 30, 2007. The post is not remunerated. Mr Mitchell declared no political interests over the past five years and holds no other Ministerial appointments.

Iris McMillan
Ms McMillan is a Solicitor and Company Secretary with the City of Edinburgh Council and has held this post since 1983. Ms McMillan has a wide range of experience in the public, charity and ICT sectors and has invaluable legal expertise. Ms McMillan brings a non-educational perspective to the Board and her knowledge of areas such as Health and Safety have helped guide the Board through a range of areas of work. Ms McMillan has been re-appointed from July 1, 2003 until June 30, 2007. The post is not remunerated. Ms McMillan has declared no political interests over the past five years and holds no other Ministerial appointments.

The Ministerial Public Appointments were made in accordance with the Code of Practice issued by the Office for the Commissioner of Public Appointments. An Independent Assessor was involved in the selection process.
