Appointments to NHS Forth Valley

Three new non-executive members have been appointed to Forth Valley NHS Board.

They are Mrs Doris Littlejohn for two years, and Professor Karen Facey and Mr Ian Tempest for four years. The appointments will commence on April 1, 2004.

Health Minister Malcolm Chisholm said:

"I am delighted to announce these appointments. Each member has already demonstrated, through the selection process, a clear understanding of the issues being faced within NHS Forth Valley and each will bring energy, enthusiasm and individual skills to the Board.

Mr Ian Mullen, Chair of Forth Valley NHS Board, said:

"I am confident that the NHS Board appointments announced today by the Minister will bring a valuable blend of experience and freshness of approach to the Board. NHS Forth Valley is faced with a number of complex issues and these new Board members will assist us in tackling these challenges."

The establishment of 15 new NHS Boards was announced in 'Our National Health: A plan for action, a plan for change' in December 2000.

The Boards have been designed to simplify and rationalise existing NHS decision-making structures and create greater accountability and transparency. To expedite single system working, the abolition of Trusts was announced in 'Partnership for Care: Scotland's White Paper' in February 2003.

Forth Valley NHS Board is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Forth Valley region. To meet those needs it has an annual budget of over £276 million.

Mrs Doris Littlejohn, a solicitor by profession, has held public office as both Chair and President of Industrial Tribunals (Scotland) between 1976 and 2000. She is currently the Chair of the Court of Stirling University and of Forth Valley Primary Care NHS Trust. Mrs Littlejohn has not been involved in any political activity within the last five years, and does not hold any other Ministerial appointments.

Professor Karen Facey is a self-employed consultant, honorary member of the Faculty of Public Health and visiting professor of statistics at the University of Glasgow, providing evidence based advice on health policy issues internationally. She has worked for international pharmaceutical companies and the UK governmental agency for regulation of medicines. Prof Facey was Chief Executive of the Health Technology Board for Scotland and continued the role of advising NHSScotland on the clinical and cost effectiveness of health interventions after its merger into NHS Quality Improvement Scotland earlier this year. She has not been involved in any political activity within the last five years and does not hold any other Ministerial appointments.

Mr Ian Tempest is a Chartered Architect who has spent the majority of his professional career responsible for the design and procurement of Capital Projects for the NHS. His experience has encompassed both large and highly complex acute care facilities, as well as smaller scale community care and GP facilities. Over the past 20 years, he has worked on health projects principally in Scotland, but also has experience of the health service in the rest of the UK and overseas. Mr Tempest is currently a Director within the Design, Engineering and Environment business of the support services organisation, Atkins. He has not been involved in any political activity over the last five years and does not hold any other Ministerial appointments.

It is expected that as non-executive members of Forth Valley NHS Board they will contribute around 8 hours per week for which the annual remuneration is £7,000.

The appointments have been made in accordance with guidance issued by the Office of the Commissioner of Public Appointments (OCPA). A statement of validation from the Independent Assessor appointed by OCPA has been obtained. This confirms full compliance with the OCPA Code of Practice at each stage of the appointments process.
