Arable area overshoot confirmed

Scotland's arable overshoot for 2003 will be 2.20%, it was announced today, a reduction from last year's level which was 2.70%. A provisional figure of 2.4% was announced in September.

The Scottish Executive Environment & Rural Affairs Department (SEERAD) will start making payments from Monday 17 November. It is expected that payments to around 80% of Scottish arable farmers will be made on that date. The remainder will be paid as soon as possible thereafter.

SEERAD will issue the vast majority of payments for cereals, linseed, oilseeds, protein crops, flax and hemp and set-aside in the period 17 November 2003-31 January 2004.

As with the other main farm-based aid schemes, Arable Area Payment Scheme (AAPS) payments will be subject to modulation, at a rate of 3.5% for this year. The AAPS payment rates allowing for base area penalties for Scotland for 2003 will be as follows (£/hectare):
