Local Charter Mark achievers

Public service providers from across Scotland were hailed as shining examples of excellence in the delivery of customer-focused public services by the Minister for Finance and Public Services Andy Kerr today.

Eighty-three public sector bodies achieved the Charter Mark standard in 2002 - the largest ever number in a single year. Charter Mark is the government's benchmark for recognising and encouraging excellence in customer-focussed public service.

The Charter Mark achievers represent a host of organisations throughout Scotland, and span a diverse range of services. Praising the success of award recipients at a reception in Glasgow, Mr Kerr said:

"The Executive is committed to delivering excellence in public services. That means delivering the excellent public services that people expect and deserve 96 and ensuring those services match the needs of individuals and communities.

"That is exactly what Charter Mark is about. Each and every Charter Mark holder has shown an outstanding level of commitment to improving the delivery of our public services.

"What impresses me so much about Charter Mark is that it focusses on results. It acknowledges the collective efforts and imagination of those whose work has delivered tangible benefits to their communities.

"It is not an easy target to meet and there are 10 different standards to be attained, including, for example, making services equally available to every member of the public and making it easier to seek redress if standards fall short.

"These public service providers in are outstanding examples of excellence in public services. They have set the benchmark that other bodies should be striving to meet."

198 Scottish public service providers currently hold a Charter Mark
award. After three years, Charter Mark-holding organisations are reassessed to ensure they are maintaining the standard.

To reach the Charter Mark standard, organisations must demonstrate that
they meet ten criteria:

Set standards of service
Be open and provide full information
Consult and involve
Encourage access and the promotion of choice
Treat all fairly
Put things right when they go wrong
Use resources effectively
Innovate and improve
Work with other providers
Provide user satisfaction

The Charter Mark scheme has recently been revised to cut out duplication and overlaps between the 10 criteria without diluting the standard required to achieve Charter Mark status in any way. This means that organisations applying for the Charter Mark standard from 2004 will have more straight forward, but equally tough, process to follow to meet the criteria.
